Metadata plays a vital role in both the development and use of statistical information. The production of information requires that data and metadata be viewed as as a totality rather than individually; thus, metadata management must be seen as an integral part of statistics production. Moreover, since metadata provides the basis for human understanding of data, the cognitive aspects of metadata must also be addressed.
