WASHINGTON – In January of this year a new federal law took effect that requires US citizens returning from Canada, Mexico, Bermuda, and the Caribbean to present a passport upon reentry into the United States. Now that the busy summer travel season has begun, increased passport applications have created a backlog that is severely affecting people’s travel plans.

Over the last five months Congressman Dennis Cardoza’s office has assisted hundreds, maybe thousands, of constituents with passport related issues created by the backlog. In response, today, Mr. Cardoza wrote to Secretary of State Condoleezza Rice.  While thanking her for temporarily easing the regulations, Mr. Cardoza demanded that her department reconcile the backlog of passport applications quickly.

“Having to wait five months in extreme cases for a passport before leaving the country is unacceptable,” said Cardoza. “Even routine applications are expected to take three months or longer. This process must be made more efficient.”

On Friday June 8, 2007 the notice below from the State Department was distributed to federal workers and the public regarding the temporary change in passport requirements. Since this change is of critical importance to travelers from all over California your help in notifying the public is crucial and appreciated.

Mr. Cardoza’s office will continue to assist constituents with all passport issues. Congressional caseworkers can be contacted at the following locations:

IMPORTANT NOTICE
TO PASSPORT APPLICATION ACCEPTANCE AGENTS

The U.S. Departments of State and Homeland Security announced today that U.S. citizens traveling to Canada, Mexico, the Caribbean and Bermuda who have applied for but not yet received passports can temporarily enter and depart from the United States by air with a government issued photo identification and a Department of State official proof of application for a passport. This accommodation is in effect through Sept. 30, 2007.

HOW CUSTOMERS CAN OBTAIN OFFICIAL PROOF OF PASSPORT APPLICATION

Customers who applied for a passport and are traveling by air to Canada, Mexico, the Caribbean, or Bermuda only, and their passports are delayed, may be eligible to travel under the temporary accommodations. Please advise these customers to:
  • Go to www.travel.state.gov.
  • Click on Online Application Status Check , and follow instructions to seek a confirmation of the status of their application.
  • Print out this confirmation document as it will serve as proof of a pending passport application.
  • Proof of application will need to be presented:
    • To airline representatives when entering and departing the United States; and
    • To U.S. Customs and Border Protection officers when re-entering the United States.

In addition to the proof of passport application, U.S. citizens over age 16 must also carry a U.S.-government issued identification card.

This accommodation only applies to U.S. citizens traveling by air to and from Canada, Mexico, the Caribbean or Bermuda. Travelers must continue to meet the entry requirements of the country they are visiting. Americans traveling to a country that requires visitors to have a passport must obtain their passport. Customers should check to determine if the country of their destination requires a passport.

GENERAL ADVICE FOR CUSTOMERS WHO HAVE APPLIED AT YOUR FACILITY AND HAVE NOT YET RECEIVED THEIR PASSPORT
  • Travelers who have applied for passports should monitor the status of the application online at http://travel.state.gov. Customers may track the progress of their applications within one week of applying. The online status check will verify that the application is in process, and will update to confirm that the completed passport has been mailed.
  • If a customer is within two weeks of travel and the website does not show that the passport is completed, he/she should call the National Passport Information Center (NPIC) at 1-877-487-2778 for information and assistance in arranging to have the passport ready for the trip.
  • We ask that other travelers leave these phone lines open for those with immediate travel needs. Our goal is for all travelers to get their passports in time for their trips.
  • Customers who can benefit from the flexibility permitted for travel to Mexico, Canada, the Caribbean, and Bermuda do not need to contact the NPIC about their application. We will continue to process the application and mail the passport when complete.

GENERAL GUIDANCE FOR CUSTOMERS WHO HAVE NOT YET APPLIED FOR A PASSPORT

  • Customers planning air travel to Canada, Mexico, the Caribbean, and Bermuda must still apply for a passport.
  • For routine service, it currently takes approximately 10 to 12 weeks to process, issue, and deliver passports.
  • If a customer may need to travel within that twelve week timeframe, please advise him/her to consider requesting expedited passport service.
  • Applicants traveling within two to three weeks should apply using expedited service and payment for two-way overnight delivery.
  • Customers should always indicate on the application the dates and destinations for anticipated travel.
