SUMMARY
This publication presents the results of a study to determine the relationship between standards of public relief and the wage levels of unskilled laborers. It was carried out under the joint auspices of the Chicago Council of Social Agencies, the Local Community Research Committee, and the School of Social Service of the University of Chicago. The data collected include family composition, ethnic origins, English proficiency, the number of persons employed in a household, weeks of their employment in 1924, estimated earnings of each, the actual earnings of chief wage earners obtained from employers, financial gains of each household from other sources, and living expenses for 1924. The investigation concludes that more than two-thirds of the families surveyed relied upon earnings not only from main wage-earners but also from women and children. The report argues that free social services should continue to be available because they supplemented the incomes of families living at a lower standard than that suggested by the budget estimates to be used for Chicago relief agencies for 1925.
