AGREEMENT ESTABLISHING AN ALLIANCE
BETWEEN THE
U.S. DEPARTMENT OF LABOR
OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION
MANHATTAN AND TARRYTOWN, NEW YORK AREA OFFICES,
AVENEL, NEW JERSEY AREA OFFICE,
AND
ASSOCIATION OF WATER & SEWER EXCAVATORS INC. |
The Occupational Safety and Health Administration (OSHA) and the Association of Water & Sewer
Excavators Inc. (AWSE), recognize the value of establishing a collaborative relationship to foster
safe and healthier workplaces. OSHA and AWSE hereby form an Alliance to provide contractors, members
and employees with information, guidance and access to training resources that will help them
protect employees' health and safety, in particularly in reducing and preventing exposure to
excavation and trench hazards.
In developing this Alliance, OSHA and AWSE recognize that OSHA's NY On-Site Consultation Programs
are an integral part of this Alliance and the OSHA national effort. This Alliance shall supplement
but not supercede or replace any other agreement currently in place between OSHA and AWSE.
OSHA and AWSE will work together to achieve the following training and education goals:
- Deliver or arrange for the delivery of safety and health training and education programs for AWSE
members, contractors and employees on construction hazards.
- Deliver or arrange for the delivery of the OSHA 10 hour construction Safety course. AWSE members
will be encouraged to complete the OSHA Train the Trainer course and assist and deliver the training
with OSHA.
OSHA and AWSE will work together to achieve the following outreach and
communication goals:
- Work together to provide expertise in developing information on the recognition and prevention of
trenching and excavation hazards and develop ways to communicate the information. Provide materials
and information to immigrants in their native languages.
- Speak, exhibit or appear at conferences, local meetings seminars or other safety and health
events.
- AWSE will promote the use of the OSHA Education Outreach Centers for members to become
Train-the-Trainers for the Construction Safety courses.
OSHA's Alliances provide parties an opportunity to participate in a voluntary
cooperative relationship with OSHA for purposes such as training and education, outreach and communication
and promoting a national dialogue on workplace safety and health. These Alliances have proven to be
valuable tools for both OSHA and its Alliance participants. By entering into an Alliance with a
party, OSHA is not endorsing any of that party's products or services; nor does the Agency enter
into an Alliance with the purpose of promoting a particular party's product or services.
An implementation team made up of representatives of both organizations will meet to develop a plan
of action, determine procedures, and identify the roles and responsibilities of the participants. In
addition, they will meet on a regular quarterly schedule to track and share information on
activities and results in achieving the goals of the Alliance.
This agreement will remain in effect for two years. Signatories may terminate it for any reason at
any time, provided they give 30 days written notice. This agreement may be modified at any time with
concurrence of signatories.
