Richard (Rick) Keegan, Director of the Office of Program and Institutional Integration
 

As Director of the Office of Program and Institutional Integration, Mr. Keegan oversees Agency-level integration of programmatic and institutional activities among the Centers and Headquarters on behalf of the Deputy Administrator and Associate Administrator. His office serves as the focal point for balancing Mission Directorate, Mission Support Office, and Field Center priorities. It provides decision support to the Deputy Administrator and Associate Administrator in their roles as Control Account Managers for the Corporate G&A, Institutional Investment and Center Management & Operations budgets. The office manages contracts for the Jet Propulsion Lab, Applied Physics Lab and NASA-wide peer review services.

Since coming to NASA Headquarters in 2002, Mr. Keegan has served in senior business management positions in Mission Directorate and Mission Support Offices. Previously, he worked in a variety of capacities over 21 years at Goddard Space Flight Center, NASA Headquarters and the Department of Energy. These assignments were primarily in the area of procurement, and included 16 years of progressive management responsibility. Before joining federal service, Mr. Keegan was a junior high school science teacher for two years. He has degrees in Biological Sciences and Secondary Education from the University of Maryland.
