Hello, all.

Attached are OVAE's Thursday Notes from yesterday, June 19.

Of special interest, I think, to those working with adult English
language learners is the article on the GAO study of programs for adult
English language acusition (ELA) requested by Congress. In case you
have difficulties with the attachment, the text of the newsletter is

The Government Accountability Office (GAO) recently notified OVAE that
it is initiating a study of programs for adult English language
acquisition (ELA) requested by Congress. The study will examine the
nature of federal and state support for adults to reach proficiency in
English and the extent to which adult ELA programs focus on enhancing
workforce connections or productivity. GAO's Education, Workforce, and
Income Security Issues staff is starting this multi-agency effort
immediately, working with OVAE and the departments of Health and Human
Services and Labor. GAO will include information from the three federal
agencies and selected states in coming months.



The National Institute for Literacy's (NIFL's) Interagency Management
Group encourages eligible individuals to submit applications for the
NIFL director position. The director serves as senior staff person for
NIFL's Interagency Group established under section 242(b) of the Adult
Education and Family Literacy Act (AEFLA). The successful candidate
will be a spokesperson for literacy issues as well as NIFL's liaison
with literacy organizations. The director will serve as NIFL's
administrator, guide strategic planning and provide comprehensive
recommendations on long-range projects to the Interagency Group and
NIFL's advisory board. The director supervises a staff of 16 employees
in a high- performance workplace. The deadline for submitting

Rhode Island's new Welcome Back Center

part with adult education funds, opened this week at Dorcas Place
<http://www.dorcasplace.org/> http://www.dorcasplace.org/Adult
Education and Family Learning Center in Providence. The center
addresses a statewide shortage of health care professionals by
recruiting as many as 90 medical professionals trained outside the
United States and helping them with professional development and
certification here. The center is targeting high-demand health care
professions, including doctors, nurses, physical therapists and social
workers. The program provides English classes, support groups, career
counseling, and help in retrieving transcripts from schools in other
countries. It is modeled after a San Francisco center, and at least six
of them operate across the country.



Missouri's Department of Elementary and Secondary Education (DESE)
received $355,000 for adult education from the state's nearly $1.2
million Workforce Investment Act (WIA) 2006-07 incentive grant award, to
upgrade technology in its statewide adult education system. More than
one-third will be targeted on technology for adult education assessment.
DESE also plans to improve technology in its professional development
center, update its GED Online, and add an English language learning
component to GED online instruction. More information is available from
