Correction

    In proposed rule document 99-28619 beginning on page 59688 in the 
issue of Wednesday, November 3, 1999, make the following correction:
    On page 59689, in the first column, six lines from the bottom, 
``Stuebenville'' should be spelled ``Steubenville''.
