OIA Charter

The Office of Institutional Assurance provides oversight of LBNL’s projects, management systems, and operating processes to ensure that project management practices are consistent with DOE Order 413.3 and that compliance, scientific excellence, best management practices, and continuous improvement are achieved at LBNL.In partnership with LBNL line management, the OIA regularly monitors project performance, develops and tracks performance metrics and leading indicators, identifies and records deficiencies, and organizes independent project and performance reviews. The OIA has critical oversight, feedback and process improvement roles with respect to performance deficiencies and maintains centralized tracking of corrective actions and lessons-learned for regular reporting to relevant line managers, the Laboratory Directorate, UC Office of the President (UCOP), the UC Contract Assurance Council, and the DOE.

The Director of Institutional Assurance (DIA), reporting directly to the Laboratory Director and by dotted line to the UC Contract Assurance Council, has the requisite authority, responsibility, and accountability to manage the LBNL institutional assurance functions and serves as the principal point-of-contact on all matters related to performance assurance. The DIA is designated as Key Personnel and is a member of the Laboratory's Senior Leadership Council. The Office of Institutional Assurance is comprised of two offices, Contract Assurance and Project Management.

(1) Contract Assurance (OCA) maintains an effective contract performance assurance system by coordinating and integrating performance assessments, maintaining a single institutional corrective action tracking system, managing a Laboratory-wide lessons-learned program and providing standards and assistance in developing meaningful and useful performance metric.

(2) Project Management (OPM) ensures the quality and success of LBNL projects by performing initial project vetting, conducting periodic internal project status reviews, and training personnel in project management and quality assurance procedures, policies, and standards.
