ATTACHMENT:  Attached is the final rule (69 FR 62413) published in the Federal Register on October 26, 2004, that revises existing regulations on collecting child support arrears through the Federal Tax Refund Offset process.

SUBJECT: Final Rule-Federal Tax Refund Offset

CONTENT: This final rule responds to comments received on the interim final rule, published June 26, 2003. The interim final rule reflected changes in the Office of Child Support Enforcement’s data processing protocols with the Department of the Treasury and incorporated current business practices and requests from State Child Support Enforcement agencies.
