DEAR COLLEAGUE LETTER
DCL-05-17
ATTACHMENT: Military Trainer Guide: Working with the Military on Child Support Matters
DATE: July 13, 2005
TO: ALL STATE IV-D DIRECTORS
RE: Military Trainer Guide: Working with the Military on Child Support Matters
Dear Colleague:
The latest trainer guide dealing with child support collections
from the military has now been prepared. The guide contains a
two-day course curriculum targeted for child support enforcement
workers who process cases involving military members. Its modular
format, trainer notes, content outline, and training aids, such as
handouts and presentations, should be helpful to State and local
CSE trainers.
Initially produced in late 2003, the guide underwent substantive revisions necessitated by the passage of the Servicemembers Civil Relief Act which replaced the Soldier’s and Sailor’s Civil Relief Act. The curriculum was successfully presented as a pilot to child support trainers/military executives, and then as a field trial for CSE caseworkers. It has also been cleared by appropriate offices within the Department of Defense (DoD): Defense Finance and Accounting Service (DFAS); Defense Management Data Center (DMDC); and the Office of the Undersecretary of Defense for Personnel Readiness (OPR). Their comments and suggestions were integrated into the final version.
A video version, intended to supplement the trainer guide, will
soon be available on the OCSE website. We hope that you and your
staff will take advantage of this valuable resource tool. Copies
have been delivered to your training liaisons. Additional copies
can be obtained on line from the OCSE website:

If you have any questions, you may contact Larry R. Holtz, Military Liaison, at (202) 401-5376 or via e-mail at lholtz@acf.hhs.gov .
Sincerely,
David H. Siegel
