TO: ALL STATE IV-D DIRECTORS
RE: Amendment to Section 453 of the Social Security Act
Dear Colleague:
Recent Federal appropriations legislation, P.L. 108-199, contains the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2004. Section 217 of that Act amends child support enforcement legislation at section 453 of the Social Security Act to require a new information comparison involving the National Directory of New Hires. Under this provision, information provided by the Secretary of Housing and Urban Development will be matched with information in the National Directory of New Hires. The information resulting from the match may be used only to verify the employment and income of individuals participating in certain listed housing programs, and, after removal of personal identifiers, to conduct analyses of the employment and income reporting of these individuals. All matching will take place at the Federal level.
