Veterans' Preference . . .

Veterans' preference in hiring applies to most permanent and temporary positions when the agency hires from a list of candidates referred by the Office of Personnel Management (OPM) or from the agency's delegated examining unit (DEU). Veterans' preference does not apply to promotion, reassignment, change to lower grade, transfer or reinstatement actions.

Veterans' preference does not require the agency to use any particular hiring process. Agencies have broad authority under law to hire from any appropriate source of candidates. The agency may consider applicants already in other permanent federal jobs or it may reassign a current employee, transfer an employee from another agency or rehire a former federal employee.
