Central Data Exchange Information

The Central Data Exchange (CDX) enables fast, efficient and more accurate environmental data submissions from state and local governments, industry and tribes to the Environmental Protection Agency (EPA) and participating program offices.

EPA's fuels programs use the CDX to provide the regulated community a highly secure online submission and signature system for parties that must report. CDX can be used to submit any electronic (spreadsheet, CSV, text file) version of EPA's part 79 and 80 fuels reports (Reformulated Gasoline, Diesel Sulfur, Gasoline Sulfur, Fuels and Fuel Additives) at the same time and on the same spreadsheet, CSV or text file.

Use of the Fuels programs CDX, is open to any company that must submit reports to the EPA's Fuels Programs. The Fuels programs will cover EPA's costs for up to 5 users from each company. Each CDX account is tied to an individual user who may submit for multiple companies, including joint ventures, if properly delegated. Users should not share accounts. CDX accounts are for individuals not companies, submitting information to the EPA using another person's name is a crime.

By using CDX, Responsible corporate officers as defined by the fuels programs may in addition to signing up and submitting online, delegate the ability to submit reports to EPA's Fuels Programs to another person in the organization. This delegation does not delegate responsibility, just the ability to submit the company's reports. In order to get started with this process, one must sign up for an account. Please follow the instructions on the Fuels Programs Registration page and download and follow the Fuels Reporting II User Guide (PDF) (30 pp; 674K; July 17, 2007).

Responsible Corporate officers may also delegate the ability to submit reports to a third party, by sending the responsible corporate officer submission letter on company letter head to the EPA after each submission the third party makes for the RCO.

Consultants and Agents who would like to sign up for the CDX to submit for their clients must contact Scott Christian, at (202) 343-9498 or by email at christian.scott@epa.gov, follow the appropriate instructions on the Fuels Programs Registration page, and the Agent Responsibility letter. After you have been approved download and follow the Fuels Reporting II User Guide (PDF) (30 pp; 674K; July 17, 2007).

Responsible Corporate Officer Submission Letter to be used by RCO's who use third parties (agents) to submit after each CDX submission.

I, Responsible Corporate Officer Name, Responsible Corporate Officer Title, of Regulated Party Name, Entity ID(s) establish Name of Consulting/Agent Company as my Agent for the purpose of submitting the following reports for me to the US Environmental Protection Agency for me via the Central Data Exchange (CDX):
