In 2002, DoE's Federal Energy Management Program (FEMP), working with OMB, consolidated the separate energy management data and reports required by the National Energy Conservation Policy Act (NECPA), Energy Policy Act of 1992 (EP Act), and Executive Order (EO) 13123. The National Defense Authorization Act for FY 2002 requires that the Department also submit this EO 13123 report to the congressional defense committees.
The FY 2002 Annual Energy Management Report and the FY 2003 Implementation Plan have been prepared in the format prescribed by DoE. The Annual Energy Management Report contains a narrative section, tables and a spreadsheet (Data Report - quantitative data on consumption and costs).
