State Health Commissioner Announces Administrative Appointments

Commissioner Richard F. Daines, M.D., is pleased to announce the appointment of James W. Clyne, Jr., as Executive Deputy Commissioner of the New York State Health Department, effective immediately. Mr. Clyne succeeds Wendy Saunders, who was recently named Governor David A. Paterson's Deputy Secretary for Health, Medicaid and Oversight.

New York State to Provide Additional $30 Million to Improve Health Care Services in Queens

With the support of Governor David A. Paterson, the New York State Department of Health (DOH) and the Dormitory Authority of the State of New York (DASNY) are making $30 million in grants available to hospitals, diagnostic and treatment centers, and community health centers in Queens for capital projects that improve health care delivery services and patient care. The funding is being made available through the Health Care Efficiency and Affordability Law for New Yorkers (HEAL NY).

Governor David A. Paterson today announced the appointments of James J. Wrynn to serve as New York State Superintendent of Insurance and Wendy Saunders to serve as Deputy Secretary for Health, Medicaid and Oversight. The Governor also announced the appointments of Kristin Proud to serve as Deputy Secretary for Human Services, Technology and Operations and Senior Advisor to the Office of Taxpayer Accountability, and Mark Leinung to serve as Deputy Director for State Operations.

Governor Paterson Announces Additional Support to Counties to Combat Novel H1N1 Influenza

Governor David A. Paterson today announced that State Health Commissioner Richard F. Daines, M.D., has declared the novel H1N1 influenza virus a threat to public health in New York State, triggering additional support to local health departments under Article 6 of the Public Health Law. The law permits increased State aid reimbursement of approved local health department expenditures for the costs of public health emergency measures. Reimbursement by the State would be increased from 36 percent to 50 percent of expenditures related to novel H1N1 influenza virus that exceed approved local health department budgets.

Governor Paterson Signs Executive Order to Eliminate Unnecessary Regulatory Requirements on Businesses and Local Governments

Governor David A. Paterson today signed Executive Order No. 25, taking a major step toward modernizing the State's regulatory framework and eliminating regulations that are onerous or outdated. The Executive Order establishes a Regulatory Review and Reform Program to eliminate or revise antiquated and burdensome regulations on businesses, local governments, health care providers and other regulated entities, and focus the State's regulations on those necessary to retain and strengthen critical protections for public health, safety and welfare.
