The Assistant Deputy Under Secretary of Defense for Program Support, through the Deputy Under Secretary of Defense for Logistics and Materiel Readiness, is responsible for oversight and program management for the orchestration, synchronization, and integration of contingency acquisition planning and its operational execution in the Department of Defense. Specific responsibilities include:

  1. Serve as the operational contract support capability area manager. Coordinate policy relating to field operations and civilians in forward areas and battlespace. Serve as the Defense Department focal point for efforts to improve contingency contractor management and oversight.

  2. Establish and lead the operational contract support capability area community of practice and the community of interest.

  3. For DoD operational acquisition matters, establish and oversee a board to develop, review, and recommend the following: (1) investment allocation priorities to the OSD Director, Program Analysis and Evaluation for all operational acquisition support; and (2) law, policy, and doctrine change recommendations relating to operational planning guidance, assessment of Service and defense agency implementation of established metrics and guidance.

  4. Ensure integration of joint operational contract support activities across other joint logistics capability areas and joint warfighting functions.

  5. Provide input to the joint logistics capability portfolio manager and Chairman, Joint Chiefs of Staff, in the development of capability priorities, review final capability priorities, and provide advice to the Under Secretary of Defense for Policy in the development of the Quadrennial Defense Review or Guidance to Develop the Force, as appropriate.

  6. Serve as the OSD chair for the Joint Policy Development General Officer Steering Committee specifically to lead and coordinate operational contract support efforts and develop a programmatic approach to the orchestration, integration, and synchronization of the preparation and execution of acquisitions for contingency operations with OSD, Service, and defense agency senior procurement officers.

  7. Serve as the DoD proponent to (1) develop a programmatic approach for the preparation and execution of orchestrating, synchronizing, and integrating acquisitions for contingency operations, (2) integrate operational contract support into combatant commander activities across the range of military contingencies; and (3) establish and oversee joint policies for operational acquisition program management in the planning and execution of combat, post-combat, and other contingency operations involving US armed forces engaged with other USG agencies, multinational and coalition forces, and non-governmental organizations, as required.

  8. Oversees liaisons efforts with COCOM's Commanders and their staff to ensure they are receiving timely comprehensive policy guidance and technical support for OSD regarding logistics and materiel readiness.

  9. Coordinates L&MR efforts to establish and update logistic policies relating to field operations, including the role of civilians in forward theater and battlespace operations, the use of deployable forward distribution and maintenance depot operations, related support operations (either from the organic industrial base or contractor) and the effective management of frustrated cargo, retrograde, excess material and scrap.

  10. Operational lead agency and Secretariat for the L&MR efforts to oversee the effective and efficient execution of congressionally mandated Material Readiness Board.

  11. Administrative lead agency for the L&MR support to the Commission on Wartime Contracting (CWTC), a congressional commission established to review Federal agency contracting practices for the reconstruction of Iraq and Afghanistan.

  12. Provides leadership in other areas as directed by the DUSD (L&MR).
