Investors are sending stocks higher, encouraged by a report that consumers are regaining confidence and news of Ben Bernanke's reappointment as Federal Reserve chairman. The Conference Board says its Consumer Confidence index rose to 54.1 this month from 47.4 in July, far above the 47.5 level that analysts expected.
