The State Travel Management Program (STMP) oversees and monitors all State employee travel, residing within the Department of Personnel & Administration, Division of Central Services. The oversight extends to negotiating and administering contracts with travel suppliers-travel card systems, airlines, rental car agencies, lodging providers, travel agencies and various incidental suppliers. In addition, the Program provides guidance, education and compliance support to Travel Compliance Designees, state travelers, political subdivision program participants and travel vendors concerning the intricacies of the program policies, procedures, compliance, enforcement and rules. This high-volume customer base enables the State to negotiate exceptional rates and benefits. The program also has an advisory body, by way of the STMP Vendor Roundtable.

 

Internet Ticketing: Why Not?

 

As of October 1, 2007, Fiscal Rule 5-1 for Travel require the use of the State Travel card for air, lodging and rental vehicles. April of 2005 STMP implemented mandatory travel agency agreements. The travel agents servicing the State of Colorado have access to our contract fares  and the most airline inventory available. Their mission is to find the most economical fare to meet the needs of the traveler's mission. So many times travelers try to find lower fares on the Internet without realizing these are distressed inventory and may or may not even be available for purchase. It is a challenge to compare distressed inventory with regular fares and our contract fares.

The use of theTravel Payment Program Provider (U.S. Bank VISA) in conjunction with the Awarded Travel Agencies provide the following benefits:

 

Use of corporate liability card (traveler is not having to wait for completion of travel in order to obtain reimbursement);

$500,000 Travel Accident insurance;

Emergency support during bad weather to re-route travelers back to town;

Emergency reports to know where our travelers are in time of need;

$1250 Lost Luggage insurance;

Lost-Luggage Locator Service;

Detailed reports for volume based contract negotiations.

 

Therefore, in the best interest of the State of Colorado and our traveler's, an awarded travel agency shall be used to facilitate air purchases.The big picture can often be overlooked with the benefits provided thru STMP.
