Voting by Uniformed and Overseas Citizens

The Uniformed and Overseas Citizens Voting Act (UOCAVA) of 1986 (42 USC 1973ff) protects the voting rights of members of the Uniformed Services (on active duty), members of the Merchant Marine and their eligible dependents, Commissioner Corps of the Public Health Service, Commissioned Corps of the National Oceanic and Atmospheric Administration, and U.S. citizens residing outside the U.S. UOCAVA requires states/territories to allow these citizens to register and vote in elections for federal office using absentee procedures.

HAVA mandates that for each regularly scheduled general election for federal office, EAC shall collect data from the state on all ballots sent and received by UOCAVA voters.

Please contact the Federal Voting Assistance Program (FVAP) for assistance with absentee voting and registration if you fall into either of the following categories: (1) You are a U.S. citizen who is an active duty member of the Uniformed Services or eligible member of their family OR (2) You are a U.S. citizen who resides outside the United States.
