Transportation, law enforcement, fire, emergency management, and emergency medical personnel understand that public safety can be improved when information is shared across organizations and jurisdictions. In support of information sharing efforts, the USDOT sponsored various activities to foster integration of traffic management information systems and public safety computer-aided dispatch (CAD) systems. These activities included field operational tests (FOTs) conducted in Salt Lake City, Utah and Seattle, Washington. The ITS Public Safety Program also initiated a project both to identify common information interests of the transportation and public safety communities and to develop methods for data sharing where their interests intersect.

In addition to exchanging information across organizations and jurisdictions, it is critical to effectively communicate with the traveling public during emergency conditions. To address this issue, the USDOT also initiated a research project to examine what information needs to be communicated to travelers during small to large incidents, and how State and local DOT advanced traveler information systems can be used to deliver such information. The following are documents that were developed as part of these efforts.

New York Integrated Incident Management System Evaluation Project Final Report – This March 2007 report presents the case study and lessons learned resulting from the examination of the events, challenges, and factors that affected the deployment of the Integrated Incident Management System (IIMS) in New York State. The IIMS system deployment occurred within a five-borough area of New York including Manhattan, the Bronx, Brooklyn, Queens, and Staten Island.

CAD-TMC Integration in Washington State – Final Report – This May 2006 report details the events and results of the Washington State CAD-ITS FOT. It describes the project background, project partners, overall project objectives, events that occurred during the project, project results, concept of operations, a summary of the implemented system, challenges encountered, and key decisions reached during the project.

Communicating With the Public Using ATIS During Disasters: A Guide for Practitioners – This April 2006 report provides advice on the use of Advanced Traveler Information Systems (ATIS) during disasters and is intended not only for State, local, and tribal transportation agencies, but also for their partners in public safety and emergency management agencies. It offers practical guidance to managers of TMCs and emergency operations and to public information officers who may be called on to staff joint information centers during disasters.

Communicating with the Public Using ATIS During Disasters – Concept of Operations – This March 2006 report details a concept of operations for dissemination of information to the traveling public during disaster events. The Concept of Operations report is intended to illustrate how agencies need to communicate with each other, and what data and information need to be shared to effectively manage and deliver traveler information during disaster response operations.

Capital Wireless Information Net (CapWIN) Camera Phone Proof-of Concept Project Guidance Report – This July 2007 guidance report is a compilation of documents created during the Camera Phone Proof-of-Concept (POC) Project. This effort aimed to improve incident management and response activities in the event of a traffic incident or other emergency situations that affect traffic operations by sharing images using commercial cellular phones.
