The ATF's National Licensing Center (NLC) in Atlanta (1-866-662-2750) is responsible for licensing firearms and explosives manufacturers, importers, collectors, users, and dealers.

Federal Gun Control Act requires Federal Firearms Licenses (FFL) for dealers, importers, manufacturers, wholesale distributors, collectors and pawnbrokers. Appropriate application form must be filed with this office. A separate license must be obtained for each location.
All applicants must be over 21 years of age and cannot be convicted felons or misdemeanor domestic violence.
Must comply with all local licensing and zoning regulations. Contact city, county and state authorities for more information.
Fees vary depending upon type of license required.

If the business is being discontinued, the licensed dealer, manufacturer or importer must immediately notify the licensing center in Atlanta and, within 30 days, to forward his records to the ATF. Failure to surrender your required records is a felony.

All handgun sales must be approved through the Colorado Bureau of Investigation (CBI) "Instant Criminal Background Check System." (12-26.5-101 through 109, C.R.S.)

All product sales, including guns and ammunition, are subject to sales tax. Contact the Department of Revenue regarding sales tax licensing regardless of whether a business sells retail, wholesale, on consignment or at events.

Local Licensing Authorities
Firearm dealers must keep a record of retail sale, rental or exchange of firearms. The record must indicate the customer’s name, age, occupation, residence address and the make, caliber, finish of the firearm and the serial number/letter. The record book must be open for inspection at all time by duly authorized police officers. (12-26-101 through 104, C.R.S.)
