If new gas station, turn in two copies of plot plan and application to Oil Inspector before building underground storage tank for review of installation. An on-site inspection during construction will be conducted. $150 fee for underground tank fee. No fee required for above ground tanks.

Licensed installer must install tank. Installers licensed by this agency.
Oversees routine Underground Storage Tank permitting for installation, operations and closure of tanks containing "regulated" (EPA) substances.
$35/year/unit tank fee (applies to above- and below-ground tanks).

Licensed gasoline and special fuel distributors are required to pay an Environmental Response Surcharge of $50.00 per tank truckload (8,000 gallons) of fuel product delivered. See FYI Excise 11- Environmental Response Surcharge.

Any person who acts as a distributor, supplier, importer, exporter, carrier, or blender of fuel and terminal operators in the state must be licensed. See FYI Excise 5- Colorado Motor and Aviation Fuel Application, Licensing, and Reporting Requirements.

The storage of gasoline and oil may release chemical and solvent emissions into the air.
If the emission is above specified levels, Air Pollution Emission Notice (APEN) is required. $119.96 filing fee, $59.98/hr evaluation fee. Requires final approval and ongoing inspections. Annual fee based on emissions.
All gas station operators should contact the Small Business Clean Air Technical Assistance Program to determine if they are subject to APEN requirements, (303) 692-2135.
