Colorado does not require a State film permit.
In all cases, permission to use local property is required, including state, federal, and local parks, highways, etc.
In conjunction with a network of community contacts and local film commission offices, the State Film Commission works with the appropriate agency contact necessary to obtain the correct Federal, State, County or City permits for the project.

Persons engaged in the business of rendering service are consumers, not retailers, of the tangible personal property which they use incidentally in rendering the service. Tax, accordingly, applies to the sales of the property to them. If in addition to rendering service they regularly sell tangible personal property to consumers, they are retailers with respect to such sales and they must obtain a license, file returns, and remit tax on such sales. There is a $25 filing fee for a permit to film on state roads. Proof of insurance is required, and projects are charged actual cost of CSP staff time and expenses.

The CFVA publishes the "Colorado Production Resource Guide: The Directory of Resources for Film, Video and Multimedia Production in Colorado." It is available on-line.

NOTE:  Federal agencies, including the NATIONAL PARK SERVICE, the U.S. FOREST SERVICE, and the U.S. BUREAU OF LAND MANAGEMENT, require permits nationwide. Because they usually require lead time to process, we recommend that you notify all departments of your request for permission to film as soon as possible. Contact the Film Commission.
NOTE:  Permission is also required to film in COLORADO STATE PARKS, at the COLORADO STATE CAPITOL, and on other state property. Contact the Film Commission.
