HAZARDOUS MATERIALS: The DOT's Office of Hazardous Materials Safety is responsible for coordinating a national safety program for the transportation of hazardous materials. It enforces requirements: (1) to have valid authority when operating under a DOT exemption or approval; (2) to be registered with DOT as a shipper or carrier of hazardous materials; and (3) to submit a telephonic and/or written report following the unintentional release of hazardous materials in transportation.

Common and contract carriers may not operate in Colorado without specific authority granted by the Commission. They must obtain permit based upon insurance and safety requirements.
Insurance Requirements apply
Movers of Household Goods must have insurance including personal effects or property of residency, personal effects or property of a business, special objects of art that need special care, merchandise of a business establishment that is relocating. Movers must register annually with the P.U.C. P.U.C. rules also set out minimum service standards for contracts between movers and their customers.

PUC permit is not applicable for private carriers - those who transport their own goods exclusively
HAZARDOUS MATERIALS: Any person transporting hazardous materials which requires placarding, must obtain a permit prior to performing any transportation of these materials in, to, from, or through, Colorado.

One Stop center for trucking industry. Port of Entry requirements prorated license plates, fuel tax requirements, etc. Can also issue permits and/or initiate or applications for PUC and Department of Transportation.
Commercial drivers licenses will be issued to drivers of units: in excess of 26,000 lb., which transport 16 persons or more, or carrying hazardous materials.
