All for-hire motor carriers of property operating within the State, including couriers and household goods, must obtain a permit from the Public Utilities Commission, based upon insurance and safety requirements only.
The permit issued by the Commission is a certificate of registration known as a “PRC” and a copy of this registration must be carried in company vehicles, operating in intrastate commerce, at all times.
Regulations do not apply to bicycle couriers, just those using motor vehicles to transport.
Regulations do not apply to grocery delivery services.
