This report compares the 2006 sulfur dioxide emissions with the 2006 milestone for the five-state region participating in the Western Emissions Backstop Trading Program. Only stationary sources emitting greater than or equal to 100 tons per year of sulfur dioxide are included in the program. The report concludes that the 2004-2006 average emissions were about 30% below the milestone for the four remaining §309 states. This is a Draft Report posted for public review. Comment will be taken through February 28, 2008, with the Final Report to be made available by March 31, 2008. Comments may be submitted by electronic mail to nbutt@cabq.gov.
This document presents technical information to support the Albuquerque-Bernalillo County Air Quality Control Board’s (AQCB) approval of this document as the Regional Haze element of the State Implementation Plan (SIP) for Bernalillo County, New Mexico. The AQCB proposes the following action: Approval of the report Section 309 State Implementation Plan Element to Address Requirements of the final Regional Haze Rule.

This document is a revision to the New Mexico State Implementation Plan for Air Quality (SIP) to address interstate transport of air pollution under CAA Section 110(a)(2)(D)(i). It contains a demonstration showing that New Mexico (including Bernalillo County) does not significantly contribute to interstate transport of pollutants that impact nonattainment in, or interfere with maintenance by, any other state with respect to the 8-hour ozone and PM2.5 NAAQS and demonstrates that Bernalillo County meets the required prevention of significant deterioration of air quality and protection of visibility provisions of the law.
