Susan Schruth is the Associate Administrator for Program Management for the Federal Transit Administration. As Associate Administrator, Ms. Schruth is responsible for overseeing the FTA's major transit capital investment programs - the new starts, fixed guideway modernization, bus and bus facilities programs, and the urban and rural formula assistance programs – as well as the transit safety and security program. Together, these programs, which total approximately $7 billion annually, provide capital assistance to maintain, improve, expand and rehabilitate the nation's public transportation infrastructure. Funds are awarded to urbanized areas and states through ten regional offices.
Ms. Schruth most recently served a 20-month detail as the director of the Federal Transit Administration’s newly created Lower Manhattan Recovery Office, where she streamlined planning and environmental regulations for major capital investment projects and developed risk management procedures for protecting Federal investments in transit projects. The Lower Manhattan Recovery Office was created to administer $4.55 billion in Federal funding to rebuild and improve the transportation network of Lower Manhattan. Prior to this, Ms. Schruth served as Regional Administrator in the FTA’s Philadelphia Region for four years and FTA's Atlanta Region for nearly six years.
Susan first joined the Federal Transit Administration in 1988. Her FTA career began in the Chief Counsel's office, as the primary administrative law attorney for the agency. In 1993, Susan was appointed Acting Director of Civil Rights, a position she held for 18 months. Before coming to FTA, Susan served in the Chief Counsel's Office of the National Highway Traffic and Safety Administration and in the General Counsel's Office of the Department of Housing and Urban Development, and the National Archive's Office of the Federal Register. Ms. Schruth will have served 25 years with the Federal government in 2004.
Susan has a B.A., Master’s in Government, and is an attorney.
