Ann M. Linnertz: Associate Administrator for AdministrationAnn Linnertz is the Associate Administrator for the Office of Administration for the Federal Transit Administration. As Associate Administrator, Ms. Linnertz serves as principal advisor to the Administrator and other members of FTA’s executive management team on all matters related to organizational analysis and management planning, information technology, human resource management, contracts and procurement, and the coordination of a full range of logistical support and administrative support services.  She also represents FTA on a variety of Departmental councils and working groups, including the Administrative Management Council, the Working Capital Fund Steering Committee, and the Chief Information Office Council.

As Chief Human Capital Officer, Ms. Linnertz is responsible for a full range of personnel management, labor-management relations, training, and workforce analysis activities.  She directs strategic workforce planning and sponsors human resources initiatives that contribute to the operations of the agency by providing efficient and effective personnel programs and tools. She has oversight responsibility for formulating, developing and administering an overall human resource program designed to meet the specialized needs of the organization and as such, provides a broad range of personnel management services for FTA’s headquarters and regional offices.

In her capacity as the agency’s Chief Information Officer, Ms. Linnertz leads strategic planning for the agency’s information technology management activities as well as developing and maintaining the agency’s enterprise architecture program – the blueprints that define the agency mission and the information and Information Technology (IT) tools needed to perform that mission.  She is also responsible for IT capital planning and investment management; systems acquisition, development, and integration; and the implementation of initiatives to improve government services to the public and internal customers in support of the President’s Management Agenda.  Ms. Linnertz is also charged with responsibility for ensuring that the FTA implements and enforces records management policies and procedures under the Federal Records Act, provides for information access under the Freedom of Information Act, and complies with the Privacy Act and related laws

As FTA’s Chief Acquisition Officer, Ms. Linnertz is responsible for managing a broad range of procurement and contracting activities, ensuring that FTA and its grantees comply with all applicable laws, regulations and policies; fostering full and open competition for contract awards; and ensuring integrity and accountability for acquisition decision making.  It is also her responsibility to ensure that FTA’s acquisition and program management workforce has the skills necessary to deliver best value supplies and services, find the best business solutions, and provide strategic business advice to accomplish agency missions.

Ms. Linnertz has more than 25 years of Federal government experience, much of it at the Department of Transportation.  She joined DOT as a Presidential Management Intern with the Federal Highway Administration in 1980 and went on to serve in a variety of policy and managerial roles with the FTA’s predecessor organization, the Urban Mass Transportation Administration, and the Office of the Secretary.

In addition to her extensive DOT experience, Ms. Linnertz has served as a Corporate Officer at AMTRAK; as the chief of nationwide security, transportation and property management operations at the Environmental Protection Agency; and as the Director of the Office of Human Resources and Support Services at the Commodity Futures Trading Commission.   Ms. Linnertz holds a Masters Degree in Public Administration from the Maxwell School of Citizenship and Public Affairs at Syracuse University.
