EL CONGRESO DEMOCRATICO: TOMANDO ACCION PARA MEJORAR LAS VIDAS DE FAMILIAS HISPANAS
En su 110ª sesión el Congreso ha empezado a dirigir al país en una Nueva Dirección. El Congreso liderado por los Demócratas ha trabajado para mejorar las vidas de familias hispanas. Desafortunadamente, mas progreso fue prevenido por la obstrucción y la ideología fracasada del Presidente Bush y sus aliados Republicanos en el Congreso. Todavía necesitamos una Nueva Dirección para nuestro país.
RECONTRUIR NUESTRA ECONOMIA
Familias trabajadoras están batallando para ganar lo suficiente para vivir con este bajón económico. La peor crisis financiera desde la Gran Depresión arriesga la vitalidad y la seguridad económica de nuestra nación. El Congreso Democrático una vez mas está tomando acción para reforzar a nuestra economía para que otra vez funcione para todo estadounidense.
PAQUETE DE RESCATE ECONÓMICO –
En octubre del 2008, el Congreso promulgo el Paquete de Rescate Económico bipartidista (H.R. 1424), fue diseñado para estabilizar los mercado financieros y para descongelar los mercados de crédito, cuales han dejado de funcionar para ambas empresas y familias.
- El proyecto de ley autoriza a que el Secretario del Departamento del Tesoro pueda adquirir bienes financieros ilíquidos de instituciones financieras. También autoriza inversión federal directa a los bancos de nuestra nación, para promover el movimiento de crédito en nuestra economía y la continuación de préstamos a consumidores y pequeñas empresas.
- El Congreso agrego varias provisiones a la propuesta original de la Administración del Presidente Bush para proteger a los contribuyentes, incluyendo una provisión de recuperación para asegurar que los contribuyentes últimamente sean rembolsados si hay un déficit en el programa dentro de cinco años; dándole a los contribuyentes una parte de las ganancias de las compañías que participan en el programa; proporcionando protecciones para dueños de hogares; y limitando la compensación de Directores Generales.
- El Congreso también agrego provisiones requiriendo la fuerte supervisión y transparencia, incluyendo la formación de un consejo de vigilancia nombrado por un grupo bipartidista de líderes del Congreso.
REMBOLSOS DE RECUPERACION –
En febrero del 2008, el Congreso promulgo una ley de estimulo económico (H.R. 5140) para proporcionar reembolsos de recuperación a familias trabajadoras que están batallando con el costo alto de la gasolina, del cuidado médico, y las provisiones.
- Durante los últimos siete años el número de hispanos viviendo en la pobreza ha crecido por 2.1 millones de personas. Mientras que los ingresos medianos de familias hispanas han bajado casi $1,256 desde el año 2000. Estos reembolsos de recuperación han sido cruciales para muchas familias hispanas, cuyo no les ha ido bien bajo la economía de Bush.
- El paquete de estimulo ha puesto reembolsos de recuperación en las manos de 130 millones de familias en este país – proporcionando reembolsos de $600 por contribuyente, y $300 extra por cada niño. Estos reembolsos fueron enviados a las cuentas bancarias y los buzones de los contribuyentes durante los meses de Mayo, Junio y Julio.
EXTENSION DE BENEFICIOS DE DESEMPLEO --
En Junio del 2008, el Congreso promulgo la extensión de beneficios de desempleo – para ayudar a millones de trabajadores que han sufrido desempleo prolongado y cuales sus beneficios de desempleo se están acabando.
- Estos beneficios de desempleo son muy importantes para familias hispanas. La tasa de desempleo para trabajadores hispanos ha crecido dramáticamente en el último año – subiendo de 5.7 por ciento en septiembre del 2007 a 7.8 por ciento en septiembre del 2008.
- Actualmente hay 1.7 millones de trabajadores hispanos sin empleo – 743,000 más que cuando el Presidente Bush tomo su puesto.
- Estas provisiones proporcionan hasta 13 semanas de extensiones de los beneficios de desempleo a trabajadores que han agotado sus 26 semanas de beneficios de desempleo regulares, para ayudar a los millones de estadounidenses que han sufrido desempleo prolongado.
SALARIO MINIMO –
El Congreso Democrático promulgo el primer aumento del salario mínimo en una década – aumentando el salario mínimo de $5.15 a $7.25 a través de tres años.
- Bajo la ley del salario mínimo, en julio del 2007 el salario mínimo aumento de $5.15 a $5.85 la hora; en julio del 2008 aumento de $5.85 a $6.55; y en julio del 2009 aumentara de $6.55 a $7.25.
- El aumento de salario mínimo le beneficiará a casi 2.3 millones de Hispanos sobre los próximos años. [EPI 4/70]
- Este aumento de salario llega en un momento crítico para familias hispanas, mientras que ingresos para hogares hispanos han bajado y el desempleo ha aumentado – no cabe duda que la disminución de la economía ha afectado negativamente a familias hispanas.
- Mujeres de minoría son el grupo que mas beneficiara del aumento al salario mínimo: 33 por ciento de mujeres que beneficiarán de esta aumento son Afroamericanas o Hispanas, aunque este grupo representa solo un cuarto de las mujeres trabajadoras. [Center for American Progress]
RESPONDIENDO A LA CRISIS DE VIVIENDAS –
En julio del 2008, el Congreso Democrático promulgado una paquete de vivienda extensivo para enfrentar a la peor crisis de viviendas en décadas (H.R. 3321).
- Bajo la administración del Presidente Bush, creadores de préstamos de viviendas poco regulados fueron dados incentivos financieros para vender prestamos de alto riesgo a familias vulnerables. Hay evidencia que indica que estos prestatarios se enfocaron en mujeres, gente mayor de edad y en grupos minoritarios.
- En el año 2007 familias hispanas desproporcionadamente recibieron prestamos de alto riesgo; el 29 por ciento de préstamos de costo elevado fueron dados a familias hispanas comparado al 11 por ciento que fueron dados a familias blancas.
- De los casi 2.2 millones de hogares que se perderán en el 2009 por esta crisis de viviendas, casi 400,000 pertenecen a familias hispanas.
- El paquete de viviendas extensivo, promulgado en julio, proporciona asistencia para que familias que corren el peligro de perder sus hogares puedan refinanciar sus hipotecas y obtengan prestamos con pagos que pueden pagar. Esto ayudara a que por lo menos 400,000 familias no pierdan sus hogares.
- El paquete de viviendas también pone un regulador independiente y fuerte en carga de las compañías Fannie Mae y Freddie Mac, cuales son cruciales para ambos el mercado financiero y para dueños de hogares a través del país.
- El paquete de viviendas también incluye reformas claves de la Administración Federal de Viviendas (FHA por sus siglas en ingles), que permite a que la FHA le de tazas y términos más económicos a más personas con préstamos de alto riesgo, también le permite atraer a personas que han caído victimas a prestamos predadores, y les ofrece refinanciamiento a familias que están batallando para pagar sus hipotecas.
INNOVACÍON Y EMPLEOS BUENOS –
En agosto del 2007, el Congreso promulgo la Agenda de Innovación, cual hace inversiones nuevas en la educación del las materias de matemáticas y ciencias y investigación básica para restaurar nuestra habilidad de competir en esta economía global.
- Esta legislación ayuda a que trabajadores y empresas de este país puedan competir por los mejores trabajos, a nivel mundial; también para reforzar la economía de los Estados Unidos, la legislación aumenta la participación de minorías en trabajos de alta tecnología.
- Con esta nueva ley podemos, en los próximos 10 años, redoblar los fondos de investigación en la Fundación Nacional de Ciencias; podemos, sobre los próximos cinco años, crear becas para 25,000 maestras nuevas de matemáticas y ciencias; y podemos reforzar a compañías pequeñas de alta tecnología y estimular inversiones para nueva tecnología innovadora por esa mismas compañías pequeñas.
- El proyecto también toma paso precisos para aumentar el número de mujeres y minorías que no tienen las representación que les corresponden en los campos de ciencia, tecnología, ingeniería, y matemáticas. Por ejemplo, para promover la participación de mujeres y minorías la nueva ley mejorará el programa de la Fundación Nacional de Ciencias para aumentar estudiantes universitarios que estudian en los campos de ciencia, tecnología, ingeniería, y matemática, también requiere un estudio por la Academia Nacional de Ciencias que proporcionará estrategias para aumentar la participación de minorías en los campos de ciencia, tecnología, ingeniería, y matemáticas.
- En el año 2000, solamente 3.4 por ciento de los trabajos de ingeniería y ciencia en los Estados Unidos le correspondían a hispanos.
APOYANDO Y REFORZANDO A EMPRESAS PEQUEÑAS –
Dos-tercios de los trabajos en los Estados Unidos son creados por empresas pequeñas.
- Se estima que los hispanos son dueños de 1.6 millones de empresas pequeñas con ingresos anuales de $222 billones.
- El sector más creciente de las empresas pequeñas son empresas de titularidad de mujeres hispanas.
- Legislación promulgada por el Congreso en mayo del 2007 incluye provisiones que reduce los impuestos de empresas pequeñas por $4 billones sobre los próximos 10 años, también permite a que empresas pequeñas puedan deducir más impuestos al invertir en equipo nuevo.
- Adicionalmente, el proyecto de recuperación económica, cual el Presidente firmo en febrero del 2008, redobla la cantidad de impuestos que una empresa puede declarar inmediatamente de $125,000 a $250,000 por inversiones de equipo nuevo hechas en el 2008.
REFORZAR NUESTRA EDUCACIÓN
La educación es la piedra en cual construimos un futuro brillante para la próxima generación. El Congreso liderado por demócratas ha trabajado para hacer la universidad más asequible, para mejorar la educación de kínder a la segundaria, y para modernizar el programa exitoso de Head Start.
EDUCACIOND DE INFANCIA –
Para miles de niños de bajos ingresos, programas de educación de infancia, como Early Head Start y Head Start, forman una fundación critica antes de entrar al sistema de educación.
- Head Start proporciona servicios de salud y nutrición a 324,000 niños hispanos.[Administration for Children & Families, Office of Head Start, 2007]
- En diciembre del 2007, el Congreso promulgo H.R. 1429, el proyecto de ley para mejorar a Head Start. La ley extiende y mejora los programas de educación de infancia, incluyendo provisiones para mejorar la calidad de maestras y para ampliar el acceso a los programas de Head Start y Early Head Start.
EDUCACION DE KINDER A SEGUNDARIA—
Uno de cada cinco estudiantes en escuelas públicas en este país son hispanos – y todos de ellos merecen tener acceso a una educación de alta calidad.
- En diciembre del 2007, el Congreso promulgo el proyecto de ley de asignaciones para el año fiscal del 2008. El proyecto incluye $14.4 mil millones para asegurar que 276,000 estudiantes mas reciban ayuda en las materias de leer y matemáticas. Esto es un aumento de 1.4 mil millones de lo que recibieron el año fiscal del 2007.
- Esta legislación también proporciona $1.1 mil millones para programas extracurriculares, $100 millones más de lo que pidió el Presidente Bush para el año 2007. Después de seis años de recortes o congelamiento de fondos, estos programas proporcionan servicios de enriquecimiento y académicos a 130.000 estudiantes adicionales.
- Esta legislación también proporciona mas $2.9 mil millones para el programa de becas estatales para que los estados mejoren la calidad de maestras. Este aumento significa un aumento de más $148 mil millones, sobre lo que pidió el Presidente Bush, para asegurar que escuelas tengan maestras de alta calidad.
UNIVERSIDAD MAS ASEQUIBLE –
En septiembre del 2007, el Congreso promulgo el proyecto de ley para reducir el costo de la educación universitaria, la inversión más grande en asistencia educativa desde el “G.I. Bill” que fue promulgado en 1944. Esta legislación beneficiara a mas de 1.8 millones de estudiantes hispanos que matriculan en universitarias.
- Esta legislación incluye varias provisiones para hacer la educación universitaria más asequible y más accesible para estudiantes, incluyendo:
- Aumenta la beca conocida como “Pell Grant” por más de $1,000 sobre los próximos cinco años, restaurarando el poder adquisitivo para millones de estudiantes de ingresos bajos y medianos. Este aumento ayudará al 37 por ciento de estudiantes hispanos que reciben Pell Grants cada año.
- El proyecto recorta a la mitad la tasa de interés para préstamos estudiantiles, ahorrándole al prestatario casi $4,400 sobre la vida del préstamo. Casi 25 por ciento de estudiantes Hispanos piden prestamos escolares.
- El proyecto también le perdona prestamos a servidores públicos después de 10 años de servicio público y programas de asistencia para ayudar a que nuestros soldados, policías, paramédicos y otros puedan pagar sus préstamos estudiantiles.
- El proyecto hace una inversión monumental $200 millones en universidades que sirven a estudiantes Hispanos (HSI por sus siglas en ingles). Más de la mitad de estudiantes hispanos matriculan en HSIs.
Adicionalmente, en agosto del 2008, el Congreso promulgo el proyecto de ley de oportunidad de educación universitaria, cual fortalece la ley del 2007 – extendiendo acceso a la universidad y apoyo para estudiantes minoritarios de bajos ingresos.
- Esta legislación fortalece la ley del 2007, incluyendo varias provisiones para ser la educación universitaria más asequible y accesible, incluyendo:
- El proyecto de ley le da incentivos a universidades para que no suban los precios de la matriculación y le proporciona información financiera a estudiantes y sus familias.
- El proyecto de ley hace la educación universitaria más asequible para estudiantes de bajos ingresos al ofrece las becas conocidas como “Pell Grants” a través del año entero.
- El proyecto de ley establece un programa nuevo para promover carreras avanzadas en instituciones que sirven a estudiantes hispanos (HSIs) para crecer el número de Hispanos que reciben maestrías y doctorados.
- El proyecto de ley produce programa para que HSIs puedan atraer a estudiantes jóvenes a los campos de ciencia, ingeniería, y matemáticas (conocidos como STEM por sus siglas en ingles).
- El proyecto de ley fortalece los programas de TRIO y GEAR UP que ayudan a preparar y apoyar a estudiantes de bajos ingresos.
ACCESO A CUIDADO MÉDICO ASEQUIBLE Y DE CALIDAD
Acceso a cuidado médico asequible y de calidad es un tema critico particularmente para la comunidad hispana. De hecho, des del año 2000, el número de hispanos que no tienen seguro médico ha crecido por 3 millones. Actualmente, hay 14.8 millones de hispanos sin seguro médico – o el 32 por ciento de la población hispana.
PROTEGIENDO EL SEGURO MÉDICO PARA MAYORES Y PERSONAS CON INCAPACIDADES
En Julio del 2008, el Congreso anulo el veto del presidente y promulgo legislacion vital que protege el acceso al seguro médico de calidad bajo Medicare para los mayores y las personas con incapacidades.
Actualmente hay 2.9 millones de hispanos que cuentan con Medicare para su cuidado médico.
- Esta legislación asegura que los beneficiarios de Medicare tengan acceso a los doctores que conocen y que confían – al prevenir un recorte de 10 por ciento para los doctores que participan en Medicare.
- La legislación también ayuda a los beneficiarios de Medicare al mejorar los servicios de salud preventivos y servicios de enfermedades mentales.
- La legislación mejora programas de asistencia para beneficiarios de Medicare de bajos ingresos, incluyendo la cantidad de activos que un beneficiario de bajos ingresos puede tener y todavía calificar para Medicare.
PROTEGIENDO EL CUIDADO MÉDICO PARA LOS NIÑOS Y LOS MAYORES DE BAJOS INGRESOS
En Julio del 2008, el Congreso promulgo legislación que bloqueo las regulaciones que dañarían a Medicaid. Estas regulaciones hubieran tenido un impacto devastador para participantes de Medicaid, particularmente para niños y mayores con bajos ingresos.
- Actualmente hay 10.3 millones de hispanos de de bajos ingresos, incluyendo niños y mayores, que cuentan con Medicaid para su cuidado médico.
- Esta legislación bloquea las regulaciones de la administración del Presidente Bush que hubieran reducido por $18 mil millones sobre los próximos cinco años los fondos estadales para programas y servicios de Medicaid.
- Esta legislación fue apoyada fuertemente por organizaciones que defienden a niños de bajos ingresos, porque muchas de estas regulaciones le hubieran negado a niños el acceso a los servicios del programa Medicaid.
- La legislación también fue apoyada fuertemente por organizaciones que defienden a los mayores de edad, como el AARP, que observó que las regulaciones “cambiarían los costos para muchos servicios legítimos y necesarios [del cuidado médico] a los individuos.”
EXTENDIENDO EL CUIDADO MÉDICO DE NIÑOS
El Congreso Democrático aprobó dos veces legislación que proporcionaría la cobertura de cuidado médico para 10 millones de niños en este país, pero, desafortunadamente, el Presidente Bush vetó la legislación ambas veces.
- Actualmente, el 20 por ciento de los niños hispanos en los Estados Unidos - o 3.2 millones - no tiene cobertura médica. Por eso, el problema de no tener seguro médico impacta particularmente a la comunidad hispana. Por comparación, actualmente solamente el 7 por ciento de los niños blancos viven sin cobertura médica.
- El Congreso aprobó dos proyectos de ley (H.R. 976 y H.R. 3963) para extender y mejorar el programa estadal de seguro médico de niños (conocido como SCHIP por sus siglas en ingles) - preservando la cobertura médica para seis millones de niños actualmente cubiertos por el programa y extendiendo la cobertura a cuatro millones de niños sin seguro. Estos proyectos hubieran tomado medidas para reducir las disparidades de salud en comunidades de color. También hubieran hecho cambios críticos para superar las barreras a la inscripción de Medicaid y SCHIP, como la extensión del alcance comunitario y la fomentación de prácticas de inscripción adecuadas. Desafortunadamente, el Presidente Bush vetó ambos proyectos. La Cámara de Representantes también aprobó H.R. 3162, que hubiera terminado el período de espera de cinco años de Medicaid y SCHIP para los niños y mujeres embarazadas que son residentes legales de este país.
- El Congreso continuará luchando para proporcionarle el seguro médico a niños de bajos ingresos.
PROMOVIENDO EL SEGURO MÉDICO PARA MUJERES –
Las mujeres Hispanas son casi tres veces más probables de tener cáncer de pecho desarrollado a la IV etapa (el cáncer que se ha separado más allá del pecho).
- En Abril del 2007, el Congreso Democrático promulgo el proyecto de ley que reautoriza el programa de la detección temprana del cáncer de pecho y cervical de 2007 (H.R. 1132). El proyecto autorizo el programa por cinco años. Este programa proporciona exámenes de cáncer gratis a mujeres minoritarias de bajos ingresos, y también proporciona servicios de educación y alcance.
- En Octubre del 2008, el Congreso promulgo el proyecto de ley de investigación de Cáncer del Pecho y el Medioambiente (H.R. 1157), que autoriza $40 millones durante los próximos cuatro años para la investigación federal que investiga los enlaces entre el cáncer de pecho y el medioambiente.
UNA NUEVA DIRECCIÓN PARA LA SEGURIDAD ENERGÉTICA
PROYECTO DE LEY DE LA SEGURIDAD Y INDEPENDENCIA ENERGÉTICA
Desde que el Presidente Bush tomó su puesto, los precios de la gasolina se han subido, los precios de la calentar su hogar han aumentado e igual que la dependencia en petróleo extranjero.
En Diciembre de 2007, el Presidente Bush firmo la ley de Independencia y Seguridad Energética (H.R. 6).
- Esta legislación fortalece nuestra seguridad nacional, al disminuir nuestra dependencia de petróleo extranjero. Esta legislación aumenta los estándares de la eficacia de combustible de automóviles, con un aumento de 35 millas por galón antes del año 2020 – el primer tal aumento en 32 años; la legislación rebaja el consumo de petróleo en los Estados Unidos por 4 millones de barriles diarios antes del año 2030; y crea la expansión de combustibles biológicos, crecidos en este país, por 36 mil millones galones antes del año 2022.
- Esta ley también reduce los costos energéticos de los consumidores - con el aumento en la eficacia de combustible de automóviles – ahorrándole $700 a $1.000 anuales a familias de este país, incluyendo 45.5 millones de Hispanos.
- Además, esta legislación creará trabajos nuevos y buenos aquí en los Estados Unidos e incluye una iniciativa de entrenamiento laboral que preparará a trabajadores para que puedan obtener los 3 millones de trabajos “verdes” durante los próximos 10 años.
- La legislación también reduce el calentamiento global – reduciendo por 24 por ciento las emisiones de gases invernaderos de los Estados Unidos antes del año 2030 para ayudar a nuestro planeta.
PROTEGIENDO Y PRESERVANDO LOS DERECHOS CIVILES
Es crítico a nuestra democracia que protegemos y preservamos el derecho de todo americano para vivir y ejercitar sus derechos sin el miedo de la violencia o de la intimidación.
DELITOS DE ODIO -
En el 2006, agencias policiacas reportaron más de 7,700 delitos de odio. Muchos de esos crímenes fueron motivados por razones raciales o étnicas. Los delitos de odio contra los hispanos han aumentado el 10 por ciento.
- En mayo del 2007, la Cámara aprobó legislación para que prevenir delitos de odió (H.R. 1592). La legislación autoriza a que el Departamento de Justicia proporcione asistencia técnica, forense, y de otras formas a agencias policiacas estadales y locales para que puedan investigar y procesar delitos de odió.
- En octubre del 2008, el Congreso promulgo la ley Emmett Till de delitos de derechos civiles no resueltos (H.R. 923). La legislación establece una sección nueva de delitos sin resolver en la división de derechos civiles del Departamento de Justicia. También creó una oficina de investigación de delitos contra los derechos civiles en la FBI, cual investigará delitos contra los derechos civiles que ocurrieron antes del 1º de enero del año 1970. La legislación fue nombrada en honor de Emmett Till, un adolescente que fue asesinado brutalmente en Mississippi en 1955.
PROTECCIÓN ELECTORAL -
Los Hispanos tienen el derecho de participar en nuestro sistema electoral, libre de miedo y de la intimidación.
- En junio del 2007, la Cámara aprobó un proyecto de ley para evitar prácticas engañosas y la intimidación electoral (H.R. 1281). Esta legislación hace que el engaño electoral sea un crimen así protege el derecho de votar de cada ciudadano.
- El proyecto H.R. 1281 está diseñado para prevenir una repetición de la elección del 2006 cuando los votantes en las comunidades minoritarias fueron intencionalmente engañados sobre las fechas de la elección y algunos ciudadanos naturalizados fueron amenazados con ser detenidos si salían a votar. El proyecto de ley define el engaño electoral como un crimen, y requiere que el departamento de Justicia aumente las penas contra la intimidación electoral, y que corrija claramente las campañas maliciosas de información falsa diseñadas para evitar que los ciudadanos voten o engañar a los votantes el día de las encuestas.
HONRANDO A NUESTROS VETERANOS Y A NUESTRAS TROPAS
Tenemos una obligación de cuidar y honrar a los hombres y las mujeres de nuestro ejército, a sus familias, y a nuestros veteranos por su valor y sacrificio. El Congreso liderado por los Demócratas ha estado guardando estas promesas a nuestros veteranos y a nuestras tropas - incluyendo los 1.1 millones de veteranos Hispanos y a los casi 179.000 soldados hispanos que están sirviendo valientemente a nuestro país en Afganistán e Irak desde 2001.
ASEGURANDO EL SEGURO MÉDICO DE CALIDAD -
Nuestros veteranos y soldados se merecen un cuidado médico de alta calidad.
- En diciembre del 2007, el Presidente Bush firmó el proyecto de ley de asignaciones presupuestarias del año fiscal 2008 (H.R. 2764), cual llevo a cabo el aumento de fondos más grande para el cuidado médico de nuestros veteranos en los 77 años del Administración de Veteranos. Este aumento se enfoca en proporcionar cuidado médico de calidad para los 333.000 veteranos que han regresado de Irak y de Afganistán, particularmente los que sufren de estrés pos-traumático y de lesión cerebral traumática.
- En enero del 2008, el Presidente firmó el proyecto de ley de asignaciones del Departamento de Defensa (H.R. 4986). Esta legislación incluye al proyecto de ley, conocido en ingles como el “Wounded Warrior Act”, cual responde al escándalo que ocurrió en el hospital militar de Walter Reed. También contiene varias provisiones para mejorar el cuidado de los soldados heridos que están regresando de Irak y de Afganistán - incluyendo agregando más personas y recursos para ayudar a nuestros soldados.
GI BILL PARA EL SIGLO XXI
En junio del 2008, el Congreso liderado por los Demócratas promulgo el “GI Bill” para el Siglo XXI, un proyecto de ley que proporciona dinero para la educación universitaria de nuestros veteranos valientes que regresan de las guerras en Irak y Afganistán.
- Esta ley restablece la promesa de proporcionar una educación universitaria de cuatro años para nuestros veteranos de las guerras en Irak y de Afganistán - cubriendo hasta el pago del escuela pública costosa.
- Hará a los veteranos de Irak y Afganistán parte de la recuperación económica estadounidense, igual como los veteranos de la Segunda Guerra Mundial ayudaron a crecer y restaurar la clase media de este país.
- Los beneficios anteriores del “GI Bill” solamente cubren el 60 por ciento de una educación universitaria pública y el 30 por ciento de una educación universitaria privada.
AUMENTANDO EL SALARIO Y BENEFICIOS –
En enero del 2008, el Congreso promulgo el proyecto de ley de Autorización de Defensa del año fiscal del 2008 (H.R. 4986), que incluye provisiones para:
- Proporciono un aumento de 3.5 por ciento para los salarios de todos los miembros del servicio militar en 2008, un aumento sobre lo que pidió el Presidente Bush.
- Esta legislación evita aumentos a TRICARE, el cuidado médico de en nuestras tropas.
- También proporcionamos permiso para que familiares de soldados heridos en combate puedan salir del trabajo.
- Hemos hecho progreso para eliminar los impuestos que se cobran sobre los beneficios de viudez que reciben las familias de soldados. También hemos hecho progreso para eliminar los impuestos que se le cobran a veteranos que reciben beneficios de jubilación debido a lesiones sufridas en combate.
En octubre del 2008, el congreso promulgo el proyecto de ley de autorización de Defensa para el año fiscal 2009 (S. 3001), el proyecto incluye provisiones para:
- Proporcionar un aumento de 3.9 por ciento al salario de todos los miembros del servicio militar en 2009, de nuevo un aumento más grande de lo que pidió el Presidente Bush.
- Le extiende la autoridad al Departamento de Defensa para que pueda ofrecer bonos y incentivos.
- Otra vez, evita aumentos a TRICARE, el cuidado médico de nuestras tropas.
- Renuncia los copagos para servicios preventivos de la salud para todos los beneficiarios de TRICARE.
- Autoriza $3.2 mil millones para apoyar y extender viviendas de calidad para todos los miembros del servicio militar y sus familias.
