The U.S. Department of Energy (DOE) Weatherization and Intergovernmental Program (WIP) provides financial support and technical assistance to states, local governments, and municipal utilities through the projects it manages. WIP does not provide financial assistance directly to individuals or companies. All grants for WIP-funded projects are managed by the DOE Office of Energy Efficiency and Renewable Energy (EERE) Project Management Center.
2009 American Recovery and Reinvestment Act

Energy Efficiency and Conservation Block Grant Program
DOE provides grants to states, local governments, Indian tribes, and overseas U.S. territories to improve energy efficiency, reduce emissions from combustion of fossil fuels, and install renewable energy systems.

Weatherization Assistance Program Allocation Formula to the States
DOE provides grants to the states to manage their weatherization programs. Weatherization services are provided to low-income families through a network of more than 900 local weatherization service providers.
