Policy Clarification Regarding Funding Of Multiple Homelessness Applications
SAMHSA has received several requests for clarification of policy regarding applications and awards in response to Request for Application (RFA) SM-09-007 (Services in Supportive Housing) and RFA TI-09-006 (Development of Comprehensive Drug/Alcohol and Mental Health Treatment for Persons who are Homeless). Clarification of SAMHSA policy with regard to funding of Multiple Homelessness Applications from the same entity for grants in these two programs is provided below.
In general, applicants should be aware that they may apply for grants in both grant programs. However, no applicant may receive more than one grant for the same project. In addition, SAMHSA plans to maximize distribution of grant assistance among the large number of applicants with high quality applications and significant need who are expected to apply for these grant programs. Please see the Award Criteria regarding geographic balance, balance among populations of focus, and balance among program focus included in these RFAs (page 31 of RFA TI-09-006 and page 26 of RFA SM-09-007).
SAMHSA intends to operationalize these award criteria as follows:
New Applicants
1) Applicants may apply for a supportive housing award through CSAT’s RFA TI-09-006 (Development of Comprehensive Drug/Alcohol and Mental Health Treatment for Persons who are Homeless) and for a supportive housing award through CMHS' RFA SM-09-007 (Services in Supportive Housing). However, only one supportive housing award will be made to any given applicant.
2) Applicants may apply for a general homeless treatment award through CSAT’s RFA TI-09-006 (Development of Comprehensive Drug/Alcohol and Mental Health Treatment for Persons who are Homeless) and for a supportive housing award through CMHS' RFA SM-09-007 (Services in Supportive Housing). If scores for both applications are in the fundable range, the applicant may receive a grant award for both projects. However, the grant projects must be clearly distinct and separate projects.
Current CMHS and CSAT Homeless Services Grantees
[Note: Previous CSAT and CMHS homeless grantees who received their final year of funding prior to FY 2009 would be considered new applicants, rather than current grantees.]
Because SAMHSA plans to maximize distribution of grant assistance among the large number of applicants with high quality applications and significant need who are expected to apply for these grant programs, current grantees from the FY 2005, 2006, and 2008 funding cohorts for the CSAT Treatment for Homeless program (in both the general homeless services component and the services in supportive housing component) as well as grantees from the FY 2007 and FY 2008 funding cohorts for CMHS’ Services in Supportive Housing program are not eligible to apply for grants under CSAT’s RFA TI-09-006 (Development of Comprehensive Drug/Alcohol and Mental Health Treatment for Persons who are Homeless) or CMHS' RFA SM-09-007 (Services in Supportive Housing)
