Finance and Procurement Adrienne Benavidez serves as the Division Director of Finance and Procurement (DFP), which consists of two primary components: The State Purchasing Office (SPO) manages Statewide centralized procurement with duties that include the promulgation of the State’s procurement rules; vendor BIDS system, electronic vendor notification system; procurement education and leadership; procurement and administration of Statewide price agreements; conducting procurement services for non-delegated agencies; and appeals authority for bid protests. The Supplier Database Unit primarily supports business operational and database needs of the State Purchasing Office. This Office is funded by General Fund, Cash Funds from rebates received from the Procurement Card Program and the Supplier Database Cash Fund, and Reappropriated Funds from Statewide indirect cost recoveries. It is located at 633 17th Street, Suite 1520, in Denver. Central Collection Services is a program that serves as a central accounts receivable function and actively collects debts owed to State agencies; departments and institutions after initial collections efforts have been unsuccessful. This office is funded with Cash Funds from collection fees assessed to individuals and Reappropriated Funds from collection receipts previously booked as cash. It is also located at 633 17th Street, Suite 1520.
