Recovery Act Funding and OVC

Announcement: On June 22, 2009, the Office of Management and Budget (OMB) issued “Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009.” The guidance consists of three documents:

  • Memorandum for the Heads of Departments and Agencies Regarding Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009.
  • Supplement 1: List of Programs Subject to Recipient Reporting. The Department of Justice (DOJ) is working with OMB to fix the incorrect DOJ program listings.
  • Supplement 2: Recipient Reporting Data Model V2.0.1—Transparency, Accountability, and Oversight.

OMB held a series of webinars in July concerning the reporting guidance. DOJ staff participated in these webinars and will continue to keep you informed as additional information becomes available.

On February 17, 2009, the President signed into law the American Recovery and Reinvestment Act of 2009. More than $2.76 billion of the bill is going to the Office of Justice Programs (OJP) to develop the Nation's capacity to prevent and control crime, administer justice, and assist victims.

The Recovery Act allocates $100 million in funding for victim compensation and assistance. Of that $100 million, $47.5 million in Recovery Act–VOCA Victim Compensation Formula Grants are being distributed among eligible state agencies that administer VOCA-funded crime victim compensation programs to support the provision of crucial financial assistance to victims of crime. An additional $47.5 million in Recovery Act–VOCA Victim Assistance Formula Grants are being distributed among state agencies that administer VOCA-funded crime victim assistance programs to support the provision of services to victims of crime. Five million dollars of the $100 million was directed to discretionary grant projects. That $5 million was used to make awards under the Recovery Act–National Field-Generated Training, Technical Assistance and Demonstration Projects (NFG) competitive grant solicitation.

Recognizing that many States may face difficulties recovering administrative costs upfront, OMB released a memo (PDF 40 kb) describing how State grantees can recover administrative costs related to carrying out Recovery Act programs and activities in a more timely manner.
