New (2008) OSQR Handbook

The OSQR Manual was replaced in August 2008 with the OSQR Handbook.  This provides clearer guidelines and replaces instructions for a Prospectus with those for the Project Plan Outline.  Some minor changes to page allowances are included as well (you may not include up to four additional pages of tables and figures).  In addition, the Handbook contains numerous recommendations and guides that are based on regular comments and recommendations of review panels.
