The purpose of this memorandum is to provide the attached State
Program Report for Titles III and VII of the Older Americans Act.
This report was compiled from data submitted to us, by the state
agencies on aging, in compliance with the new reporting requirements
that became effective in Fiscal Year (FY) 1995. This report is
designed to provide summary highlights of Titles III and VII program
performance, including persons served, services provided, services
expenditures, providers used, state and area agency staffing,
developmental accomplishments and the use of senior centers. Both
national and state specific summaries are included.
This is the first time the annual State Program Report includes
information on individual state activities and performance supported
by Titles III and VII. As required, a separate report to Congress
on the Long-Term Care Ombudsman Program, containing detailed information,
is being completed. This report provides only a brief synopsis
of the accomplishments of the Ombudsman program.
Implementation of the new reporting requirements is a multi-year
process, with the FY 1995 performance report representing the
first step toward reporting, by the aging network, in a more client-centered
manner. Considerable effort has been made to review the data and,
as needed, to consult with the states on various matters. We anticipate
that the quality and accuracy of the data will improve over time,
as more experience is gained with the new requirements. The cooperation
of all state and area agencies in this important national effort
is appreciated.
