Department of Health and Human Services Secretary Tommy G. Thompson today announced over
$10 million in funding for 28 community drug treatment courts to provide substance abuse treatment for
parents charged with abuse and neglect of their minor children, juveniles, or substance abusing adults charged
with criminal offenses.
These grants will expand these courts, designed to target effective treatment services to break the cycle
of child abuse or criminal behavior, alcohol or drug abuse and incarceration, by funding alcohol and drug
treatment and additional services that support substance abuse treatment.
"We must break the cycle of drug abuse, crime, and jail, that goes round and round when adults and
juveniles do not receive the substance abuse treatment they need," said Secretary Thompson. "Providing
alcohol and drug treatment is the surest way to solve the problems of juveniles before they become adult
criminals, and to start substance abusing adults down a path that leads to a productive, contributing life in the
community."
The grants, part of the Substance Abuse and Mental Health Services' (SAMHSA) drug courts
initiative, will allow SAMHSA to enhance the goals of the Adoption and Safe Families Act that sets strict time
lines for courts that have jurisdiction over parents who have neglected or abused their children.
SAMHSA Administrator Charles G. Curie explained that "It's time to reunite families torn apart by
drug abuse and neglect of children by ensuring that parents are given the opportunity for substance abuse
treatment and recovery. With the strict time limits set by the Adoption and Safe Families Act, there is a dire
need for civil family drug courts that can help parents keep their children."
There are two types of grant awards being announced, awards for civil family courts and a second
group of awards to juvenile courts and adult drug courts.
Family Court award recipients include:

County of Jackson, Department of Health and Human Services, Medford, OR - $318,409 to provide substance
abuse treatment services for child welfare families enrolled in Family Drug Court in rural
Oregon.

Montana Supreme Court, Office of Court Administrator, Yellowstone County, MT - $300,000 to ensure the
delivery of appropriate treatment and ancillary services for children and parents in child abuse and neglect
cases.

Santa Clara County Social Services Agency, Santa Clara, CA - $395,036 to expand Santa Clara County Family
Treatment Drug Court Head Start Program.

New York Unified Court System, Steuben County Family Court, Steuben County, NY - $361,619 to provide
wrap-around services, including case management, parent education, mental health services, and transportation.

County of El Paso, TX, 65th District Court, El Paso County, TX - $400,000 to expand the 65th District Court
Family Court program designed to assist parents who have a drug or alcohol problem that has affected their
ability to care for their children, and who want help for that problem.

Superior Court of CA, County of Riverside, Juvenile Dependency Court, Riverside, CA - $399,997 to enhance
the current program so that it more effectively provides an integrated, coordinated, and timely suite of services
to families and their children.

State of Maine Judicial Branch, Waldo, Lincoln, and Knox Counties, ME - $399,222 to provide a wraparound
services model for Maine' s Family Treatment Drug Court.

Rockland Council on Alcoholism and Other Drug Dependence, Inc., Rockland County, NY - $314,371 to
Rockland Treatment Drug Court to serve more clients, and expand the range of services provided.

Southwest Florida Addiction Services, Inc., Prevention Services - Dependency Drug Court, Lee County, FL -
$400,000 to enhance current programming by adding mental health services, and include trauma recovery
services, and other services to parents and children.

Rhode Island Family Court, Providence and Bristol Counties, RI - $400,000 to increase treatment and
wrap-around services, including substance abuse and mental health treatment, parental education and support.

Lucas County Court of Common Pleas, Juvenile Division, Lucas County, OH - $400,000 to increase treatment
capacity by 50 percent, and support treatment by providing several new wrap-around services, including
implementing the Strengthening Families curriculum.

Pierce County Alliance, Pierce County, WA - $400,000 to expand and enhance treatment. Capacity of the
court will increase from 90 to 150.

New York Unified Court System, Albany County Family Court, Albany County, NY - $134,020 to improve
case management, increase drug testing, increase childcare, and other provide wrap-around services.

Hamilton County Board of County Commissioners, Hamilton County Juvenile Court, Hamilton County, OH -
$400,000 to permit expansion of treatment to serve working participants; add mental health, medical and dental
screens; and other wrap-around services.

Jefferson County Fiscal Court, Jefferson County Attorney's Office, Louisville/Jefferson County, KY -
$400,000 to increase the number of families served, and provide enhanced services, including outreach services
to the participant's children, as well as other wrap-around services.

Pima County Juvenile Court Center, Pima County, AZ - $394,442 to increase the number of minority families
served, and add wrap-around services such as improving transportation and visitation services, and parenting
training.

The Judiciary, State of Hawaii, Family Drug Court, First Judicial Circuit, City and County of Honolulu -
$400,000 to provide enhanced services, including improve access to the continuum of treatment, increase
family visitations, and other wrap-around services.
Adult and Juvenile Treatment Drug Court Grantees include:

San Mateo County Dept. of Human Services, Alcohol and Other Drug Services Division, San Mateo County,
CA - $363,627 for Juvenile Treatment Drug Court expansion, targeting a high risk population, serving 30 girls
who are multi-recidivist with significant substance problems currently placed in facilities outside the
community.

County of Tarrant, Tarrant County Juvenile Services, Tarrant County, TX - $399,653 to Cannabis Youth
Treatment Project to enhance treatment options. Will provide a continuum of five treatment approaches based
upon SAMHSA's Cannabis Youth Treatment publications.

Cape Cod Alcoholism & Rehabilitation Unit, Inc., Gosnold BANS Drug Court Program, Barnstable County,
MA - $400,000 to expand services by serving an additional 230 adults, and enhance services by adding a team
of case managers.

Idaho Supreme Court, Drug Court Program Office, Bannock, Bonneville, Canyon Counties, ID - $400,000 to
expand the continuum of services by providing residential treatment, residential-transitional case management
and specialized aftercare for a minimum of 90 participants.

Los Angeles County Department of Health Services, Alcohol and Drug Program Administration, Los Angeles,
CA - $400,000 to enhance the current program, introducing new 6-month and 9-month courses of treatment,
and to determine if these abbreviated regimens can have success similar to longer regimens. Minimum age will
be lowered from 14 to 12.

to Adult Felony Drug Court to expand from a caseload of 260 to 425-450 participants.

Superior Court of Arizona, Maricopa County, Adult Probation Department, Maricopa County, AZ - $395,564
to include improving treatment and ancillary services to better fit the specific needs of the population.
Assessment tolls and treatment curriculum will be revised and a Spanish speaking DUI Court will be
developed.

Medical University of South Carolina, College of Medicine Psychiatry (Family Services Research Center),
Charleston, SC - $400,000 for enhancement by adding a three person team.

Knoxville County Government Drug Court, Knoxville County, TN - $397,618 to expand the existing Adult
Treatment Drug Court to serve more persons.

Chesterfield Circuit Court - Adult Drug Court, Chesterfield County, VA - $327,341 to enhance the existing
drug court by adding participants.

CAB Health and Recovery Services, Danvers, MA - $386,114 to expand and enhance substance abuse and
wrap-around services to non-violent youthful offenders ages 7-17.
