THIS ALCOAST PROVIDES ADDITIONAL INFORMATION ON THE UPCOMING CHANGE TO THE GTCC PROVIDER FROM CITIBANK TO JPMORGAN CHASE (JPMC) AND OUTLINES ADDITIONAL REQUIRED ACTIONS TO FACILITATE A SMOOTH AND SUCCESSFUL TRANSITION. SPECIFIC CARDHOLDER RESPONSIBILITIES WILL BE ADDRESSED IN A SEPARATE ALCOAST. AS INDICATED IN REF A THE CURRENT GSA SMARTPAY CONTRACT UNDER WHICH ALL GTCCS ARE ISSUED WILL EXPIRE ON 29 NOV 2008 AND ALL COAST GUARD CITIBANK GTCCS WILL BE PERMANENTLY CLOSED ON THIS DATE. JPMC HAS BEEN SELECTED AS THE NEW DHS WIDE GTCC PROVIDER UNDER THE GSA SMARTPAY2 CONTRACT WHICH IS EFFECTIVE 30 NOV 2008. 2. THE INITIAL FILE TO POPULATE ACCOUNT PROFILE INFORMATION FOR THE NEW GTCCS WITH JPMC WAS CREATED ON 9 SEP 2008 USING CITIBANK ACCOUNT PROFILE INFORMATION FOR OPEN ACCOUNTS IN GOOD STANDING AS OF 8 SEP 2008. THE NEW GTCCS PROVIDED BY JPMC WILL BE MAILED TO THE ADDRESS ON FILE WITH CITIBANK AS OF THAT DATE. CARDHOLDERS WITH GOOD MAILING ADDRESSES SHOULD EXPECT TO RECEIVE THEIR NEW JPMC GTCC DURING THE MONTH OF OCT 2008. CARDS RETURNED TO THE BANK AS UNDELIVERABLE BY THE POSTAL SYSTEM DUE TO AN OUTDATED ADDRESS WILL BE REISSUED BY THE BANK UPON NOTIFICATION OF THE CARDHOLDERS CURRENT MAILING ADDRESS. PINS TO OBTAIN CASH ADVANCES FROM ATMS WILL BE MAILED SEPARATELY FROM THE CARDS. 3. ALL NEW GTCCS MUST BE ACTIVATED UPON RECEIPT SO THEY WILL BE READY FOR USE ON 30 NOV 2008. ACTIVATION OF THE CARD IS ALSO PART OF THE CARD RECEIPT VALIDATION PROCESS. INFORMATION ON HOW TO ACTIVATE THE CARD WILL BE INCLUDED ON A STICKER ATTACHED TO THE CARD. EVEN THOUGH THE CARDS ARE ACTIVATED, THEY WILL NOT WORK UNTIL THE NEW CONTRACT BECOMES EFFECTIVE ON 30 NOV 2008. DURING THE ACTIVATION PROCESS THE BANK WILL BE COLLECTING ADDITIONAL PERSONAL CARDHOLDER VERIFICATION INFORMATION TO BE USED IN THE VALIDATION PROCESS ANYTIME THE CARDHOLDER CONTACTS THE BANK. GTCC COORDINATORS WILL BE ABLE TO MONITOR THE ACTIVATION STATUS OF CARDS AND COORDINATE WITH LOCAL COMMANDS TO ENSURE RECEIPT AND ACTIVATION OF CARDS BY 30 NOV 2008. CARDS THAT ARE NOT ACTIVATED ARE SUBJECT TO CANCELLATION BY THE BANK. CITIBANK CARDHOLDERS AS OF 8 SEP 2008 WHO DO NOT RECEIVE A JPMC CARD BY 31 OCT 2008 SHOULD NOTIFY THEIR SUPPORTING GTCC COORDINATOR OF NON-RECEIPT OF THEIR NEW JPMC GTCC. 4. ACCOUNT PROFILE CHANGES PROCESSED BY CITIBANK AFTER 8 SEP 2008 WILL NOT BE AUTOMATICALLY UPDATED IN THE NEWLY CREATED JPMC ACCOUNT PROFILES. SUPPORTING GTCC COORDINATORS WILL NEED TO DUPLICATE ANY ACCOUNT PROFILE CHANGES THEY MADE TO CITIBANK ACCOUNTS ONCE THE JPMC ELECTRONIC ACCESS SYSTEM BECOMES OPERATIONAL. FOR NEW PROFILE CHANGES CARDHOLDERS SHALL SUBMIT AN ACCOUNT MAINTENANCE FORM (JPMC- GSA SMARTPAY2 - VISA IBA CARDHOLDER FORM) TO THEIR SUPPORTING GTCC COORDINATOR. ACCOUNT MAINTENANCE FORMS WILL BE POSTED TO THE PCS WEBSITE ON OR ABOUT 1 NOV 2008. 5. GTCC APPLICATION CAN STILL BE SUBMITTED TO CITIBANK FOR MEMBERS WHO ARE REQUIRED TO HAVE A GTCC BEFORE THE CHANGE OVER TO JPMC. APPLICATIONS SHOULD NO LONGER BE SUBMITTED TO CITIBANK IF THERE IS NO LIKELIHOOD OF CARD USE BEFORE THE CHANGE OVER. ACCOUNT PROFILE INFORMATION FOR NEW CITIBANK ACCOUNTS OPENED AFTER 8 SEP 2008 WILL BE PROVIDED TO JPMC SO CARDS CAN BE PRODUCED AND MAILED PRIOR TO THE END OF NOV 2008. JPMC APPLICATIONS (JPMC-GSA SMARTPAY2 - VISA IBA CARDHOLDER FORM) WITH INSTRUCTIONS FOR COMPLETION AND SUBMISSION WILL BE POSTED ON THE PSC WEBSITE ON OR ABOUT 1 NOV 2008. 6. THE CHANGE OVER FROM CITIBANK TO JPMC WILL REQUIRE THE SPLIT DISBURSEMENT FUNCTION IN TPAX BE DISABLED ON 29 NOV 2008. NO SPLIT DISBURSEMENT OF TRAVEL REIMBURSEMENTS TO CITIBANK WILL BE MADE AFTER THIS DATE. THE SPLIT DISBURSEMENT FUNCTION IN TPAX WILL BE RE-ENABLED WITH PAYMENTS GOING TO JPMC AFTER VALIDATION AND TESTING OF THE NEW ACCOUNT FEEDS FROM JPMC. MANDATORY SPLIT DISBURSEMENT OF CHARGES PLACED ON THE GTCC FOR TRANSPORTATION TICKETS, RENTAL CARS AND HOTELS WILL RESUME ONCE THIS FUNCTION IS RE-ENABLED IN TPAX WITH PAYMENTS GOING TO JPMC. 7. TRANSITION RESPONSIBILITIES FOR COMMANDS: A. ENSURE THAT ALL CARDHOLDERS ARE MADE AWARE OF THE CONTENTS OF THIS ALCOAST. B. ENSURE CARDHOLDERS COMPLY WITH SPECIFIC CARDHOLDER RESPONSIBILITIES THAT WILL BE ADDRESSED IN A FUTURE ALCOAST. C. ENSURE THE MANDATORY USE OF SPLIT DISBURSEMENT ONCE THIS FUNCTION IS RE-ENABLED IN TPAX. 8. THE PSC WEBSITE: HTTP://WWW.USCG.MIL/HQ/CG1/PSC/GOVTTRAVELCARD CONTAINS NUMEROUS GTCC RESOURCES. UNDER THE CONTACTS AND IMPORTANT INFORMATION SECTION THE SPREADSHEET TITLED "DEPARTMENT ID TRAVEL CHARGE CARD HIERARCHY RELATIONSHIP" IS A COMPREHENSIVE LIST OF DEPT IDS AND THE GTCC HIERARCHY THAT SUPPORTS THE RESPECTIVE DEPT ID. THE SPREADSHEET TITLED "CG TRAVEL CHARGE CARD COORDINATORS" PROVIDES A COMPREHENSIVE LIST OF THE COAST GUARD DESIGNATED GTCC HIERARCHY PRIMARY AND ALTERNATE COORDINATORS.
