Proposed action

Repair of an existing seawall, construction of a new seawall, dredging of the harbor limits, and demolition of dilapidated boat docks for construction of new boat slips.

Description

The applicant is planning to revitalize the existing commercial Clay’s Marina. Currently the marina consists of dilapidated amenities such as covered boat docks, marina, boat ramp, and camping facilities. Furthermore, siltation of the original channel and harbor has occurred. The project would include repair of an existing seawall, construction of a new seawall, dredging of the harbor limits, and demolition of the dilapidated boat docks for construction of new boat slips. In addition, above Elevation 600, the project would include demolition and removal of abandoned trailers and storage shed and replacement with new construction of residential condominiums.

Revitalization of the original marina would occur within the boundary of the originally permitted harbor limits. Additional harbor limits are proposed to accommodate courtesy docks for the marina. The proposed harbor limits would extend no more than one third of the width of the reservoir at Chandler Branch.

New wooden boat docks are proposed to be constructed within the existing and proposed harbor limits. The docks would be placed on piles and would be fixed (nonfloating). Exhibit B (see Public Notice below) shows the orientation of the proposed docks. In addition, the existing seawall would be repaired and extended and the channel and harbor limits would be dredged to an approximate bottom Elevation 588. Normal summer pool is Elevation 595; normal winter pool is Elevation 593.

The dredged materials are expected to consist of sandy and silty soils that have been deposited over time within the harbor and channel limits. The approximate 12,900 cubic yards of dredged materials would be properly dried, disposed, and reused on the upland property above Elevation 600 or hauled offsite. Backfill material for the seawall would be imported washed stone or from onsite sources. For more information, see the U.S. Army Corps of Engineers Public Notice.

TVA is interested in receiving comments on the potential of the proposed action to affect the environment or historic properties and would like to identify any other issues associated with this proposal. These comments will be used in reaching a decision on the proposal.
