Federal Regulations for CSREES Awards

Most regulations applicable to Cooperative State Research, Education, and Extension Service (CSREES) awards are housed in Title 7 of the Code of Federal Regulations. The Code of Federal Regulations is accessible through the National Archives and Records Administration. The following regulations may be of particular interest to CSREES awardees; however, the list is not all inclusive. Note that each regulation does not apply to each and every award. It is important to refer to the request for applications, the award document, or the content of the regulations for its applicability.

The Office of Management and Budget (OMB) published two Federal Register Notices on Tuesday, May 11, 2004 (69 FR 26275 and 69 FR 26281). The Notices implement changes affecting the location of policy guidance for grants and other agreements.

In the first notice, OMB established a single title in the Code of Federal Regulations (CFR) (i.e., title 2 of the CFR) along with two subtitles (i.e., subtitles A and B). Subtitle A of title 2 is to house OMB's guidance to Federal agencies for grants and agreements. Subtitle B of title 2 will house agency regulations implementing the OMB guidance.

By way of the second notice, OMB relocates the existing OMB Circular A-110 to title 2 in the CFR, subtitle A, chapter II, subchapter B, part 215.

Proposed Regulations

CSREES Publishes Interim Rule (7 CFR Part 3430)

On August 1, 2008, CSREES published an interim rule (in the Federal Register) establishing uniform administrative provisions for all competitive and noncompetitive grant programs with the exception of the Small Business Innovation Research Program and formula grant programs. Although this interim regulation became effective on August 1, 2008, CSREES is requesting comments on or before October 30, 2008.

That document contained an invalid E-mail address for the submission of comments. The correct address and comment submission instruction is: E-mail: Policy@csrees.usda.gov. Include Regulatory Information Number (RIN) number 0524-AA28 in the subject line of the message. The extended comment end period is October 30, 2008. The correction published in the (Federal Register) on September 5, 2008
