ONDCP Director Gil Kerlikowski Announces the U.S. Mexico Drug Demand Reduction Conference
Gil Kerlikowski, Director of the Office of National Drug Control Policy met with Mexico’s Health Secretary José Ángel Cordova Villalobos to discuss cooperation and treatment for victims of drug and alcohol abuse. Kerlikowski also announced the eighth Drug Prevention and Treatment Conference to be held in Washington, D.C. in January 2010.

Reward Offers for Top Gulf Cartel and Los Zetas Leaders
Today the Department of State announced the designation of ten new Mexico-based targets of its Narcotics Rewards Program. We took this action in close coordination with the Department of Justice and other law enforcement agencies. The individuals named today are top leaders of the Gulf Cartel and its enforcement arm, Los Zetas. Rewards of up to $5 million each are offered for information leading to their arrests. U.S. Sanctions Leaders of Gulf Cartel and Los Zetas.
Mexico City, July 17, 2009 – Today the Department of Treasury’s Office of Foreign Assets Control designated the leaders of the Gulf cartel, Jorge Eduardo Costilla Sanchez and Ezequiel Cardenas Guillen, as well as the leaders of Los Zetas, Heriberto Lazcano Lazcano and Miguel Angel Trevino Morales under the Foreign Narcotics Kingpin Designation Act. United States Government Launches Coordinated Actions against the Gulf Cartel.
Mexico City, July 20, 2009 – The Department of Justice announced today a series of coordinated actions by several U.S. government departments against the Gulf Cartel and the Zetas, also known as the “Company.” The Department of Justice press release highlights the following main points:

Foreign Secretaries of Mexico, U.S. and Canada meet prior upcoming North American Leaders’ Summit.
Mexico City, July 16, 2009 – Secretary of State Hillary Rodham Clinton, Mexican Foreign Secretary Espinosa, and Canadian Foreign Minister, Lawrence Cannon, met to discuss global regional challenges, focusing on the global economic crisis and climate change. Sec. Napolitano announces new agreement for State and Local Immigration Enforcement
WASHINGTON — Department of Homeland Security (DHS) Secretary Janet Napolitano announced today that U.S. Immigration and Customs Enforcement (ICE) has standardized the Memorandum of Agreement (MOA) used to enter into “287(g)” partnerships—improving public safety by removing criminal aliens who are a threat to local communities and providing uniform policies for partner state and local immigration enforcement efforts throughout the United States. The U.S. Government Announces a $400,000 Donation for the Neurological Center of the ABC Hospital
Mexico City, Mexico, July 9, 2009 – During a visit to the ABC Hospital, Mr. John Feeley, Chargé D’Affaires of the United States Embassy in Mexico, announced a new USAID/American Schools and Hospital Abroad (ASHA) grant for $400,000 dollars. Four New University Partnerships Launched to Support Mexico’s Justice System Reform

U.S. to Provide Antiviral Medication to Latin America and the Caribbean for Novel H1N1 Influenza
HHS Secretary Kathleen Sebelius announced today that the United States will provide 420,000 treatment courses of Tamiflu (Oseltamavir) to the Pan-American Health Organization (PAHO) to fight the novel H1N1 influenza in Latin America and the Caribbean.

Over Fifty Indicted Criminals Extradited By Mexico This Year

President Obama Signs Supplemental Budget, Increasing Merida Initiative Funding for Mexico to $1.12 Billion
Mexico City, June 25, 2009 – Yesterday, President Barack Obama signed into law a Supplemental Appropriations Act that includes $420 million in funding for the Merida Initiative in Mexico. This brings funding for the Merida Initiative in Mexico to $1.12 billion, including the $400 million in the FY2008 budget and the $300 million in the FY2009 budget. (complete text)

Secretaries Napolitano and Carstens Sign Bilateral Agreement to Strengthen Security and Facilitate Trade

U.S. Treasury Adds Sanctions to Drug Trafficker’s Illicit Network

U.S. Treasury Targets Key Link Between Mexican and Colombian Drug Cartels 
Mexico City, May 27, 2009 – The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC) today identified Colombian drug trafficker Pedro Antonio Bermudez Suaza (alias “El Arquitecto”), who operated a trafficking network in Mexico for twenty years, as a Specially Designated Narcotics Trafficker (SDNT). Mexican Law Enforcement Captures Vicente Carrillo Leyva of the Juarez Cartel
Mexico City, April 2, 2009 – On April 2, 2009, Mexican federal law enforcement officials announced the April 1 capture in Mexico City of Vicente Carrillo Leyva, a leader of the Juarez cartel, one of Mexico’s most ruthless organized criminal gangs which controls one of the primary transportation routes for illegal drug shipments into the United States.

Secretary Clinton Cuts Visa Pavilion Ribbon at U.S. Embassy in Mexico
Mexico City, March 26, 2009 – Yesterday, U.S. Secretary of State Hillary Rodham Clinton cut the ribbon inaugurating the expanded non-immigrant visa pavilion at the U.S. Embassy in Mexico City.  The new addition will nearly double the capacity of the embassy’s consular section to process applications from Mexicans and others who seek visas to visit the United States.

The President had a robust and strategic meeting with members of the Congressional Hispanic Caucus today on the topic of immigration. The meeting lasted approximately one hour. Former Border Patrol Officials Extradited to U.S.
Mexico City, March 12, 2009 – Today the Government of Mexico assisted the United States in holding corrupt officials accountable for their actions. Raul Villarreal and Fidel Villarreal, along with co-defendants Armando Garcia and Claudia Gonzalez, were extradited by Mexico to the United States to stand trial in the Southern District of California for federal crimes relating to alien smuggling, money laundering, corruption of public officials, and obstruction of justice.

Approved Budget Continues Counter-Drug Cooperation with Mexico
Mexico City, March 11, 2009 – President Obama today signed into law the 2009 Omnibus Spending Bill, which includes $300 million for Merida Initiative implementation in Mexico, as well as $105 million for its implementation in Central America, the Dominican Republic and Haiti. The Merida Initiative represents a more than ten-fold increase in annual security cooperation with Mexico over 2007 levels.

Admiral Mullen Visits Mexico on Regional Tour
Mexico City, March 6, 2009 –The Chairman of the U.S. Joint Chiefs of Staff, Admiral Mike Mullen, arrived in Mexico last night to meet with senior Mexican leaders. U.S. Fulbright-García Robles Grantees Come Together in Mexico
Mexico City, February 26, 2009 – Today 65 U.S. students and professors who are in Mexico under the Fulbright-Garcia Robles program came together for their mid-term meetings in Mexico City to present the advances of their projects. They are in the midst of the 2008-2009 academic year at host universities located throughout Mexico, including Oaxaca, Veracruz, Jalisco, Yucatan, Sonora, and Mexico City. U.S. “Operation Xcellerator” Cracks Down on Sinaloa Cartel

Mexico City, February 16, 2009 – Representative Nita Lowey (D-NY), Chairwoman of the State and Foreign Operations Appropriations Subcommittee, and a delegation that included five other members of the U.S. House of Representatives, including Representative Kay Granger, Representative Adam Schiff, Representative Ben Chandler, Representative Ander Crenshaw and Representative Marion Berry, just completed a visit to Mexico City, the first stop on a Congressional oversight trip. Bilateral Meeting on Merida Initiative
