Job Title:  Program Assistant

The individual will be assigned to the Trade and Scientific Capacity Building Division (TSCB) of the Foreign Agricultural Service, Office of Capacity Building and Development (OCBD).  TSCB is responsible for promoting trade through the provision of technical assistance to foreign governments and the private industries in emerging markets and transition economies.  The individual will be responsible for multiple tasks within a wide range of development and networking activities.  S/he will initiate actions, track administrative functions, and solve programmatic, administrative and financial problems.  The position may require some domestic and/or international travel.

 

Candidates with a college degree are preferable for this position.  Equivalent experience can be substituted for academic qualifications.

 

Required Skills:

§         Training and/or experience in agriculture, economics, rural sociology, natural resources management, international trade and/or development/relations sufficient to apply that knowledge in the development and implementation of appropriate international technical assistance activities.

Job Title:  Program Analyst (Policy Coordination and Planning Staff)

The Office of Capacity Building and Development (OCBD)/Policy Coordination and Planning (PCP) Staff is seeking a Program Analyst at the GS-14 level to provide regional strategic support to OCBD. 

 

The incumbent is responsible for ensuring that OCBD plans and programs reflect consistent FAS/USG foreign policy positions and that FAS resources are efficiently allocated for USDA international cooperation with partner countries. 

 

The incumbent organizes, plans and carries out PCP programs to develop new and innovative projects in cooperation with the U.S. Agency for International Development, international organizations, regional development banks, other donor organizations, USDA Land Grant universities, and foreign governments.  The incumbent researches and develops mechanisms to implement reimbursable technical assistance activities overseas through innovative funding sources/means.

 

The incumbent develops and maintains effective working relationships within the Foreign Agricultural Service and with other USDA agencies, donor organizations, international organizations, universities, and business entities in this country and abroad.  The incumbent represents the Agency and the Department at meetings with officials of U.S. and foreign governments on matters related to national programs and specific projects within those programs.

The position is based in Washington, DC.  The position may require some domestic and international travel.

The individual will be assigned to the Science and Technology Capacity Building (STCB) Branch of the Trade and Scientific Capacity Building Division (TSCB) of the Foreign Agricultural Service Office of Capacity Building and Development.  STCB is responsible for promoting trade through the provision of technical assistance to foreign governments and the private industries in emerging markets and transition economies.  This branch of the division focuses on food safety and international agreements.  The individual will be responsible for multiple tasks within a wide range of development and networking activities.  S/he will provide programmatic management for coordinating trade capacity building activities across the agency, USDA, and U.S. government.  S/he is also involved in the development, implementation, coordination, and evaluation of various technical assistance activities, including training programs, technical workshops, and programs that offer support to the development of policies, institutions, and market infrastructure in emerging markets.  S/he will initiate actions, track administrative functions, and solve programmatic, administrative and financial problems. 

 

The position is located in Washington, D.C., at the South Building of the USDA.  The position may require some domestic and/or international travel.

The Agricultural Advisor is a member of the Active Component of the Civilian Response Corps (CRC) who contributes to the development and implementation USDA’s participation in the Civilian Response Corps (CRC) of the Office of the Coordinator for Stabilization and Reconstruction (S/CRS), Department of State.  The incumbent continuously monitors and evaluates team operations and provides ideas, suggestions, proposals and plans that would improve and enhance the program’s agenda and performs assignments that contribute to the development and implementation USDA’s participation in S/CRS. The incumbent participates in the formulation and implementation of U.S. programs intended to maintain or foster a rapid transition to democracy and participates in the development of plans to assist transitional governments.  The Agricultural Advisor (GS-13) receives guidance and direction from the USDA CRC Coordinator.

Development Resources and Disaster Assistance Division coordinates major facets of USDA participation in technical assistance and developmental programs.  Its mission is to provide USDA technical assistance, training, and information to cooperating countries and institutions to achieve sustainable agricultural production, mutual economic growth, and a better environment. 

The position requires knowledge of the complex linkages and impacts of microenterprise development and microfinance on economic growth, trade, rural and urban employment, health, political power and poverty reduction.  More specifically, it requires knowledge and experience of microfinance institutions, as well as the application of innovative approaches to the delivery of financial services, and knowledge of the legal and regulatory policy issues relevant to microfinance clients and the institutions that serve them.

 

DUTIES AND RESPONSIBILITIES

 

The employee will serve as a senior advisor providing technical backstopping and intellectual leadership to the Agency on activities pertaining to better mobilizing remittances to assist in development and poverty reduction.  In this capacity, s/he:  Plans, develops, and implements program/project development activities that affect broad mission areas as they relate to poverty reduction programs.  Activities include assisting nascent diaspora groups who have not yet formed a strong vision; working closely with other technical teams such as those in the agriculture office; designing and overseeing focused research and development activities to advance the field's understanding of the linkages among migration, remittances, and poverty reduction; assisting in training USAID staff and partners on best practices for engaging diasporas and channeling remittances, understanding at the outset the challenges of reaching lagging rural communities that are often the communities or origin for many migrants both domestic and international. The Education Training Coordinator serves as the Agency-wide senior expert on training and professional development for USAID’s education staff worldwide. The Education Training Coordinator will draw upon USDA’s unique expertise in training and professional development in pursuit of efforts to attract, develop, motivate and retain a high performing and diverse workforce.

 

The incumbent will provide expert-level technical leadership, advice and direction on innovative and effective approaches and tools for education sector training and skills development. In close consultation with USAID’s Education Sector Council and its representatives, the TEST Advisory Group, the Education Training Coordinator will: (1) develop and conduct a training assessment that will inform a three-to-five year strategy for professional development that responds to Washington and field technical training needs and skills development for the education sector; (2) lead the development of the strategy, which will be performance-based and linked to core competencies using a blended-learning delivery approach; and (3) identify the appropriate means to develop the education sector training program.

 

S/he will serve as the Cognizant Technical Officer (CTO) of the education training and management services contract, including monitoring, oversight and close-out of the assigned contract.
