The Arbitrator found that the grievants were entitled to temporary promotions under the parties' agreement for having performed the higher-graded duties of a higher-graded position. The Authority found that the award improperly resolved a classification issue and was set aside.
The Authority found that the Arbitrator's determination that the grievants were entitled to temporary promotions to GS-7 for having performed duties that the Agency previously classified at the GS-6 level amounted to a classification determination.
