The Arbitrator found that the parties have a term collective bargaining agreement and that the Agency repudiated the agreement. The Authority denied or dismissed the Agency's exceptions. The Authority also denied the Agency's motion to supplement its exceptions.

The Authority noted that the Agency failed to establish that the Arbitrator exceeded his authority, or that he denied the Agency a fair hearing. The Authority also rejected the allegations that the award was based on a nonfact or that it was contrary to public policy and law.
