The complaint alleged that the Respondent violated § 7116(a)(1) and (5) of the Federal Service Labor-Management Relations Statute by repudiating two Memoranda of Understanding (MOUs) when it reinstated a tour of duty that included Saturdays as part of the regular workweek. The Judge found that the Respondent violated the Statute, as alleged. The Authority found that the Respondent's action was authorized by article 44 of the Master Agreement and by applicable Government-wide regulations and concluded that the Respondent did not violate the Statute.
