This case concerned the negotiability of two proposals which were offered in response to the transfer of a ship from the United States Navy to the Military Sealift Command. Proposal 1 concerned the designation of the position to supervise civilian employees on the ship. Proposal 2 sought retroactive pay. The Authority dismissed the petition for review finding that Proposal 1 was outside the duty to bargain and Proposal 2 did not present an issue appropriate for resolution in a negotiability appeal.
