The Arbitrator sustained in part a grievance alleging that the Agency violated the parties' agreement by denying the grievant's requests for official time. The Authority set aside the portion of the award requiring the Agency to obtain the Union's agreement prior to denying requests from the grievant for official time, and denied the remaining exceptions. The Authority found that the award failed to draw its essence from the parties'agreement and that the arbitrator did not exceed his authority.
