The Judge found that the Respondent violated § 7116(a)(1) and (5) of the Federal Service Labor-Management Relations Statute when it ordered that some aliens who had been apprehended by agents of Casa Grande Station be transferred to Tucson Station for processing, without providing the Union prior notice and an opportunity to bargain over the impact and implementation of the order. Upon consideration of the Judge's decision and the entire record, the Authority concluded that the Respondent did not commit the unfair labor practices alleged in the complaint.
