This case concerned the negotiability of three proposals. The proposals were submitted in response to the Agency's decision to terminate three of eight compressed work schedules. The Authority found the proposals within the duty to bargain after denying the Union's request for a hearing. The Authority concluded that the proposals were not contrary to law, or inconsistent with the Agency's compressed work schedules guidelines.
