The Arbitrator found that the Agency did not violate the parties' collective bargaining agreement by charging the grievant a day of annual leave, rather than granting her an excused absence, and denied the grievance. The Authority denied the Union's exceptions holding that it was not contrary to 5 U.S.C. § 6302(a) or 5 U.S.C. § 7106(a).
