The Arbitrator found that the Agency violated the parties' agreement by suspending the grievant for two days without just cause, and he set aside the suspension. The Authority set aside the award noting that by setting aside the two-day suspension in these circumstances, the award did not represent a plausible interpretation of Article 23 of the parties' agreement and, as a result, that the award failed to draw its essence from the agreement.
